whole number of burgesses on the roll, I therefore declare
the proposal duly carried.
I have, &c.,
JAS. SUISTED, Mayor.
The Hon. the Colonial Secretary, Wellington.
Town Clerk's Office, Westport,
7th March, 1889.
SIR,-I have the honour to inform you that a poll of the
burgesses was taken on the 5th day of March, 1889, on a
proposal of the Westport Borough Council, agreed to on the
16th day of January last, that the Council of the Borough
of Westport propose to build a public reading-room and
library, and provide books and fittings for same, and for this
purpose to raise money by way of special loan for a term not
exceeding fifteen years. The sum proposed to be borrowed
for such purpose is £500, the amount to be expended as fol-
lows: Erection of building, £300; purchase of books, £150;
fittings and furniture, £50: total, £500.
The security which it is proposed to pledge, to provide for
the interest and sinking fund of such loan, consists of the
rents arising from the two reserves now vested in the Borough
of Westport as sites for an athenæum, and a special rate of
one-halfpenny in the pound on all rateable property within
the borough.
The poll resulted as follows: Number of burgesses who
polled for the proposal, 216; number of votes exercised by
those burgesses in favour of the proposal, 303; number of
burgesses who voted against the proposal, 19; number of
votes exercised by those burgesses against the proposal, 31;
number of burgesses abstaining from voting, 140; number of
votes exercisable by those burgesses abstaining from voting,
170. The number of burgesses on the roll is 375; the num-
ber of votes to which these burgesses are entitled is 504.
As the number of burgesses who voted for the proposal
exceeds one-half of the number of burgesses on the roll, and
the votes exercised by those burgesses so voting exceeds one-
half of the number of votes which can be exercised by the
whole number of burgesses on the roll, I therefore declare
the proposal duly carried.
I have, &c.,
JAS. SUISTED, Mayor.
The Hon. the Colonial Secretary, Wellington.
