NOTICE is hereby given that EDWARD A. JOEL, of
Bond Street, Dunedin, in the Colony of New Zea-
land, Solicitor, has applied, on behalf of the HENLEY
DAIRY FACTORY, LIMITED, to register, under "The Trade
Marks Act, 1866," the trade mark of which the following is a
description :-
Description of Trade Mark.
A representation of an ox's head holding a pair of scales
by its mouth. Applicant claims right to use the trade mark
in any colour or combination of colours.
Nature of the Article to which it is intended such Trade
Mark shall apply.
Butter, whether contained in packages, boxes, tins, or
otherwise howsoever.

THE following special order, made by the Masterton
Road Board, is published in accordance with "The
Road Boards Act, 1882."

SPECIAL ORDER passed by the Masterton Road Board, at a
Meeting held on Saturday, 17th day of November, 1888.
THAT, for the purpose of securing payment of the sum of
£800 granted to the Board under "The Government Loans to
Local Bodies Act, 1886," for the extension of the Wangaehu
Road, Kopuarangi Survey District, a special rate of 2½d. in
the pound be made and levied on the rateable value of the
following sections: 4, 128, 126, 124, 122, 123, 125, 127, 129,
120, 121, 113, and part of Section 9, Kopuarangi Survey Dis-
trict. Such special rate shall be an annually-recurring rate,
and will be payable in two half-yearly instalments for twenty-
six years, the first half-yearly payment to be made on the 1st
February and the second on the 1st August, 1889, and on the
same day in each year following until the debt is liquidated.
I hereby certify that the above special order has been
duly passed as required by section 75 of "The Road Boards
Act, 1882."

SIR,—I have the honour to transmit to you, for publication
in the colony under your Government, a copy of an Order of
Her Majesty in Council, extending the provisions of "The
Foreign Deserters Act, 1852," to the Independent State of
the Congo.

THE QUEEN'S MOST EXCELLENT MAJESTY IN COUNCIL.
WHEREAS by "The Foreign Deserters Act, 1852," it is pro-
vided that, whenever it is made to appear to Her Majesty
that due facilities are or will be given for recovering and
apprehending seamen who desert from British merchant-
ships in the territories of any foreign Power, Her Majesty
may, by Order in Council stating that such facilities are or
will be given, declare that seamen, not being slaves, who
desert from merchant-ships belonging to a subject of such
Power when within Her Majesty's dominions, shall be liable
to be apprehended and carried on board their respective
ships; and may limit the operation of such order, and may
render the operation thereof subject to such conditions and
qualifications, if any, as may be deemed expedient:
And whereas it has been made to appear to Her Majesty
that due facilities will be given for recovering and apprehend-
ing seamen who desert from British merchant-ships in the
territories of the Independent State of the Congo:
Now, therefore, Her Majesty, by virtue of the power vested
in her by the said "Foreign Deserters Act, 1852," and by
and with the advice of her Privy Council, is pleased to
order and declare, and it is hereby ordered and declared,
that, from and after the publication hereof in the London
Gazette, seamen, not being slaves and not being British
subjects, who within Her Majesty's dominions desert from
merchant-ships belonging to citizens of the Independent
State of the Congo, shall be liable to be apprehended and
carried on board their respective ships: Provided always
that if any such deserter has committed any crime in Her
Majesty's dominions he may be detained till he has been
tried by a competent Court, and until his sentence, if any,
has been carried into effect.
And the Secretary of State for the Home Department, the
Secretary of State for the Colonies, and the Secretary of
State for India in Council are to give the necessary directions
herein accordingly.

It is hereby notified for general information that a flagstaff,
79ft. high, has been erected on the north-west end of the
Island of Makahaa (Pilot Station), Eastern Passage, Tonga-
tabu.

EASTERN PASSAGE, TONGATABU.
It is hereby notified for general information that, after the
1st of September next, pilots will not be obtainable at the
Island of Eueiki. Vessels approaching Nukualofa through
the Eastern Passage should therefore hoist the usual pilot
signal when nearing the pilot station on Makahaa, which
island can be distinguished by the signal staff on the N.W.
end.

THE following information, kindly furnished by Captain
Aldrich, R.N., H.B.M.S. "Egeria," is published for general
information:—
PRELIMINARY HYDROGRAPHIC NOTICE.
Rock discovered to the northward but in the fairway of the
Northern Channel (Ava Lahi).
Monro Rock: A small coral head with 4 fathoms on it lies
with the following bearings, all of which are true: Church
on Mount Zion, S. 6° 31' W.; north extreme of Atata,
S. 49° 30' W.; Malenoa Island, S. 47° 45' E. As the ground
around it has not yet been critically examined there may be
possibly less water on the rock.

PORT PHILLIP BAY.—CHANGE OF BUOYS, SOUTH AND WEST
CHANNELS.
Pilots, masters of vessels, and others are hereby notified
that, on and after the 30th November, 1888, the under-
mentioned buoys will be dealt with in the following man-
ner:—
South Channel: No. 15 black buoy, at the eastern end of
the South Channel, will be removed, and in lieu thereof a
gas buoy will be placed in position, from which will be
exhibited a green light, at an elevation of 10ft. above the
sea-level, visible in clear weather three nautical miles
distant.
West Channel: No. 12 white buoy, situate at the elbow or
