Governor may, by Order in Council, from time to time,
specify the articles on which a drawback of duty paid on
importation into New Zealand may be allowed on exporta-
tion therefrom, and the rate of drawback to be so allowed ;
and may alter and cancel any such order, and may
approve of regulations and conditions under which draw-
backs may be allowed: And whereas the ninth section of
"The Customs and Excise Duties Act, 1888," provides that
a drawback of duty paid on New-Zealand-brewed beer may
be allowed on the exportation thereof in bottle, and such
drawback shall be subject to the same regulations and con-
ditions as are applicable to drawback allowed under the
ninth section of "The Customs Duties Consolidation Act,
1882:"
Now, therefore, His Excellency the Governor of the
Colony of New Zealand, by and with the advice and consent
of the Executive Council of the said colony, and in exercise
and pursuance of the powers and authorities vested in him
by the hereinbefore in part recited Act, doth order that, on
and after the date hereof, there shall be allowed on all
goods exported from the colony (except goods for ship stores
and those mentioned in the said section upon which no draw-
back is to be allowed) a drawback of duty paid on or after
the thirtieth day of May last on importation, such drawback
to be paid according to the following scale, namely:—
CLASS A.
Upon repacked goods liable to duty ad valorem:—
At the rate of 5 per cent., a drawback of 3½ per cent.

" 15 " " 10 "
" 20 " " 13¼ "
" 25 " " 16½ "
Upon repacked goods liable to duty at specific rates other
than ad valorem, a drawback of the full amount of duty
paid: Provided, however, that no drawback of duty shall be
allowed on second-hand goods subject to such specific rates
of duty.
CLASS B.
Upon goods made up in the colony, not mainly from ma-
terial manufactured in the colony, nor of material free of
duty, provided that the principal material thereof paid duty
on importation,—
At the rate of 5 per cent., a drawback of 1¾ per cent.

" 15 " " 5 "
" 20 " " 6½ "
" 25 " " 8¼ "
If at specific rates, other than ad valorem, then drawback
equal to the amount of duty paid on the materials therein,
on proof of such payment to the satisfaction of the Collector.
CLASS C.
In addition to the above allowances, there shall be paid on
all repacked goods exported a drawback of primage duty as
follows, viz.:—
For goods under Class A, ⅔ per cent.
" " B, ⅓ "
CLASS D.
There shall be allowed on the exportation of New-Zealand-
brewed beer, in bottles, a drawback of the Excise duty paid
thereon, on proof of such payment to the satisfaction of the
Collector.
And, with the like advice and consent as aforesaid, the
Governor doth hereby approve of the following regulations
and conditions under which the drawbacks hereinbefore
provided for may be allowed, that is to say,—

Drawbacks shall only be allowed upon articles included
in Class A when the same are goods of known foreign pro-
duction or manufacture. -
The value of goods upon which drawback shall be pay-
able shall not exceed the fair market value at the time of
exportation of like goods when sold for home consumption
at the port at which the goods are entered for drawback. -
At the time of passing export entry for drawback on
goods included in Classes A and B, there shall be produced
to the proper officer invoices, in duplicate, for the goods
described therein, specifying separately—
Goods liable to specific rates of duty on importation;
Goods liable to ad valorem duties on importation;
Goods manufactured in New Zealand;
and setting forth legibly, in respect of each class of goods,
the actual price received or to be received from the purchaser
of the goods upon which drawback is claimed.

The said invoices shall be dated and signed by the
exporter; and, if the proper officer shall so require, there
shall also be produced to him the invoice or invoices for the
goods which were produced at the time when the goods
were entered for duty. -
The export invoices, after being compared with the
entry, and with the goods if required by the Collector or
proper officer, shall be stamped at the Customhouse, and one
shall be returned to the exporter or his agent, and the other
shall be attached to the drawback debenture.

The debenture for payment of drawback, whether on
goods included in this order or on goods exported in original
packages as imported, as provided for in section 146 of "The
Customs Laws Consolidation Act, 1882," shall be in the form
set forth in the Order in Council made on the nineteenth
day of December, 1881, and shall be made out in duplicate,
signed, declared to, and presented to the Collector for pay-
ment by the person entitled to the drawback. -
No debenture shall be paid until the expiration of seven
days after the departure from the colony of the vessel upon
which the drawback goods were shipped, nor unless the
proper officer shall in every case have satisfied himself, and
certified on the entry for drawback, that such goods are of
the number, quantity, or value set forth in the entry, and that
the law and regulations in respect thereof have been duly
complied with. -
Exporters of goods for drawback of duty shall pay to the
Collector a charge of one shilling and sixpence per hour, or
any portion of an hour, for the time an officer is em-
ployed under these regulations, together with any other
expense incurred as certified by the Collector; and no de-
benture shall be passed for payment until such expenses
shall have been paid. -
Upon completing the packing of goods for drawback of
duty the packages shall be secured and sealed by an officer
of Customs, and be forthwith conveyed to the place of ship-
ment by a carrier licensed under the Customs Acts, there to
be shipped in the presence of the proper officer; or, if not so
forthwith conveyed and shipped, the packages shall be re-
moved to some place of security approved by the Collector. -
For the purposes of this Order in Council goods cleared
from the warehouse for home consumption shall be deemed
to have been duty-paid on importation. -
Nothing in this Order in Council shall be deemed to
authorise any allowance of drawback upon any goods which
shall be of less value than the amount of drawback claimed
in respect thereof, or to allow any drawback in excess of the
amount of duty paid.

Modified Tables for Assurances on Lives of Union Steam-
ship Officers.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-
fifth day of September, 1888.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by an Order in Council bearing date this
twenty-fifth day of September, one thousand eight
hundred and eighty-eight, His Excellency the Governor of the
Colony of New Zealand hath, in exercise of the powers vested
in him by "The Government Life Insurance Act, 1886," and
"The Government Insurance and Annuities Act, 1874"
(hereinafter referred to as "the said Acts"), ordered and
directed that the several tables set forth in the Schedule to
the said Order in Council should be the tables to be used for
the purposes of the said Acts: And whereas it is expedient
to modify the tables so made as aforesaid in the case of
assurances on the lives of sea-going officers and engineers in
the employ of the Union Steamship Company of New Zea-
land (Limited):
Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in exercise and pursuance of the powers and
authorities vested in him by the said Acts, and by and
with the advice and consent of the Executive Council of the
said colony, doth hereby order, approve, and direct that, in
contracts to be made under the said Acts in the case of
assurances effected on the lives of the sea-going officers and
engineers in the employ of the Union Steamship Company
of New Zealand (Limited), the rates of premium shall be
those set forth in the table contained in the Schedule hereto:
Provided always that an extra rate of premium may be
charged by the Commissioner, upon the recommendation of
the Actuary, in proportion to the ineligibility of the life pro-
posed: Provided, further, that nothing herein contained
shall be read as preventing any such sea-going officer or
engineer from assuring his life, should he desire to do so,
under the tables contained in the said Schedule of the said
Order in Council, dated this twenty-fifth day of September,
one thousand eight hundred and eighty-eight. And it is
hereby ordered that this Order in Council shall come into
force and take effect upon the publication hereof in the New
Zealand Gazette.
