The whole of the above-mentioned sections in Block VIII. open and level, with the exception of a small portion of Section 5. They are all on the low river-flat, from 430ft. to 460ft. above sea-level, from twenty-five to twenty-eight miles from the Waikaiā Bush. Over any part from 6in. to 10in. soil on earthy shingle, with deep rich soil generally along the river-frontages.

The whole of the sections described as second-class land are generally open and level, in two terraces from 455ft. to 490ft. above sea-level, from twenty-two to twenty-five miles from Waikaiā Bush. Over the greater part from 5in. to 8in. of soil on shingle, interspersed with better pieces. Higher terraces wholly unwatered.
Given under the hand of His Excellency Sir William Francis Drummond Jervois, Lieutenant-General in Her Majesty's Army, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty's Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at the Government House, at Wellington, this sixteenth day of August, in the year of our Lord one thousand eight hundred and eighty-eight.

ORDER IN COUNCIL.
At the Government House, at Wellington, this sixteenth day of August, 1888.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by “The Public Domains Act, 1881,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the twenty-second day of June, one thousand eight hundred and eighty-six, making delegation of certain powers in manner as therein appears; and doth, with the like advice and consent, by this present order, delegate, but only with respect to the piece or parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to the undermentioned persons, who shall be known as the Dobson Public Domain Board, namely,—

JOHN FOSTER,
GEORGE WHITE,
EDWARD GEORGE SWEETMAN,
HENRY DENHARD,
ROBERT SCHOFIELD,
ARTHUR ROBERT GUINNESS,
JOHN WETHERILL PARKINSON, and
ROBERT PEARSON
(herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the first Saturday in each month, at eight o’clock p.m., at Sweetman’s Post Office Store, Dobson, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Saturday, the sixth day of October, one thousand eight hundred and eighty-eight.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting, and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the second Saturday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be Chairman of such meeting.

If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.
