And whereas the Land Board of Otago has passed a resolution recommending that the land described in the Schedule hereto annexed should be set apart for sale on deferred payments:
And whereas it is expedient to give effect to the aforesaid recommendation, and to set apart the said land accordingly:
Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me by the above-named Act, do hereby proclaim and declare that the land described in the Schedule hereto is set apart for sale on deferred payments; and that Wednesday, the twenty-third day of February, one thousand eight hundred and eighty-seven, shall be the day on which the said land shall be open for application, in allotments as surveyed and marked on the selection map in the principal land office of the district.
And, further, in pursuance of the one hundred and tenth section of “The Land Act, 1885,” I do hereby fix the price at which the land so described shall be sold to be the price stated in the Schedule hereto.

A PROCLAMATION.
WHEREAS by the one hundred and fourth section of “The Land Act, 1885,” it is enacted that the Governor, by Proclamation in the Gazette, may from time to time set apart out of any suburban or rural lands such blocks or allotments of land as he shall think fit, and set the same aside for sale on deferred payments, and in such Proclamation may fix a day on which the land shall be open for application; and that he may also in like manner set apart for sale on deferred payments such blocks or allotments as may be recommended by any Land Board, and may also from time to time alter, amend, or revoke any such Proclamation: And whereas the land specified in the Schedule hereto was, with other lands, by Proclamation dated the twelfth day of February, one thousand eight hundred and eighty-four, proclaimed as set apart for sale on deferred payment: And whereas it is expedient to withdraw the said land from the deferred-payment system:
Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me by the above-named Act, do hereby revoke the Proclamation above referred to, so far as it relates to the section therein mentioned and included in the Schedule hereto, and do proclaim and declare that the said section is hereby withdrawn from the operation of the deferred-payment system,

A PROCLAMATION.
IN exercise and pursuance of the powers and authorities vested in me by “The River Boards Act, 1884,” I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, do hereby proclaim and declare that, from and after the date hereof, that part of the said colony described in the Schedule hereto shall be and the same is hereby constituted a district under the said Act, and shall be known by the name of the Winton River District; and that the number of the members who are to constitute the Board of the said district shall be five in number. And I do also proclaim and declare that William Russell, of Ryal Bush, shall be the Returning Officer to conduct the first elections of five members of the Board of the aforesaid district; that Wednesday, the sixteenth day of February, one thousand eight hundred and eighty-seven, shall be the day, and the house of Mr. William Young, senior, East Winton, shall be the place, for holding such first election; and that Wednesday, the twenty-third day of February, one thousand eight hundred and eighty-seven, at three o’clock in the afternoon, shall be the time, and the said house of Mr. William Young, senior, East Winton, shall be the place, at which the first meeting of the members of the Board of the said river district shall be held. And, lastly, I do proclaim and declare that the aforesaid William Russell shall be the person to make a roll of electors for the purposes of the aforesaid first elections, in the manner prescribed by section eight of the said “River Boards Act, 1884.”

WINTON RIVER DISTRICT.
ALL that area in the County of Southland, situate in the Winton and the New River Hundreds, bounded towards the North by a road forming the southern boundaries of Sections Nos. 29, 16, 15, 14, and 13, Block II., Sections Nos. 25 and 24; Block III., and Section No. 8, Block VIII., East Winton; towards the East by Block III., Winton Hundred; towards the South by Section No. 15, Block VIII., East Winton, and the northern boundary-line of that section produced westerly across a road; thence again towards the East by that road; again towards the South and East by Section No. 24, Block VII., East Winton, and the western boundary-line of that section produced southerly across a road; thence again towards the North by that road; again towards the East by Sections Nos. 37 and 38, Block I., Winton Hundred; again towards the South by Section No. 34 and its northern boundary-line produced westerly across a road; thence again towards the East by that road; again towards the South by Section No. 21, Block I. aforesaid; again towards the East by the said Section No. 21, and Sections Nos. 22, 23, and 24, Block I. aforesaid, and the western boundary-line of the last-mentioned section produced southerly across a road; thence again towards the South and East by Section No. 65, Block IX., New River Hundred; again towards the South by Section No. 67 and the northern boundary-line of that section produced westerly across a road; thence again towards the East by that road; again towards the South by Section No. 60, Block XIII., New River Hundred, to the Oreti or New River; thence towards the South-west and West by that river to the north-western corner of Section No. 63 of the said Block XIII.; thence by a straight line
