Constituting the Mangaone River District, County of Oroua.

A PROCLAMATION.
IN exercise and pursuance of the powers and authorities vested in me by “The River Boards Act, 1884,” I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, do hereby proclaim and declare that, from and after the date hereof, that part of the said colony described in the First Schedule hereto shall be and the same is hereby constituted a district under the said Act, and shall be known by the name of the Mangaone River District; and that the said district shall be subdivided into two subdivisions, to be called Subdivision No. 1 and Subdivision No. 2, the boundaries whereof shall be those described in the Second Schedule hereto; and, further, that the number of the members who are to constitute the Board of the said district shall be seven, and that one of these members shall be elected for Subdivision No. 1 and six members for Subdivision No. 2. And I do also proclaim and declare that Alfred Clarke, Secretary to the Manawatu Road Board, shall be the Returning Officer to conduct the first elections for each subdivision of the aforesaid district; that Tuesday, the seventeenth day of May, one thousand eight hundred and eighty-seven, shall be the time, and Mr. Rowe’s building, Foxton Road, shall be the place, for holding such first election; and that Monday, the twenty-third day of May, one thousand eight hundred and eighty-seven, at ten o’clock in the morning, shall be the time, and Mr. Rowe’s building, Foxton Road aforesaid, shall be the place, at which the first meeting of the members of the Board of the said river district shall be held. And, lastly, I do proclaim and declare that the aforesaid Alfred Clarke shall be the person to make a roll of electors for the purposes of the aforesaid first elections, in the manner prescribed by section eight of the said “River Boards Act, 1884.”
FIRST SCHEDULE.
MANGAONE RIVER DISTRICT.
ALL that area in the County of Oroua, situate in the Kairanga Survey District, containing by admeasurement 9,940 acres, more or less. Bounded towards the North-west by a road forming the south-eastern boundaries of Sections Nos. 1601, 1602, 1603, 1604, 1605, 1606, 1607, 1555, 1556, 1557, 1558, and 1561, Block IX., and by the road forming the south-eastern boundaries of Sections Nos. 1560, 435, 436, 543, and 544, Block VI.; towards the North-east by a road forming the south-western boundaries of Sections Nos. 534 and 533 of the said Block VI., and by the road forming the south-western boundaries of Sections Nos. 532, 531, and 530, Block VII.; towards the South-east by Section No. 555 of the last-mentioned block; again towards the North-east by the said Sections Nos. 555, 556, and the south-western boundary-line of the said Section No. 556 produced across a road to the Borough of Palmerston North, as described in the New Zealand Gazette No. 60, 12th July, 1877; thence again towards the South-east by the said Borough of Palmerston North to the north-western corner of Allotment No. 15 of original Section No. 285; thence again towards the North-east by the Allotment No. 15 and Allotments Nos. 14, 13, 12, 11, 10, and 22 of the said Section No. 285 to Featherston Street, in the Borough of Palmerston aforesaid; thence again towards the South-east by the said Featherston Street to Kairanga Road; thence by a straight line across the said Kairanga Road to the north-east corner of Section No. 290; and thence by the said Section No. 290 to its north-western corner; thence again towards the North-east by the Borough of Palmerston North aforesaid to the main street of that borough; thence again towards the South-east by the Palmerston–Foxton Road to a point in line with the south-western boundary-line of Section No. 15, Block XIII.; thence again towards the North-east by the said Section No. 15 to Section No. 18; thence again towards the South-east by the said Section No. 18; again towards the North-east by the said Section No. 18 and Section No. 19 of Block XIII. aforesaid to the Manawatu River; thence again towards the South-east by that river to the road forming the north-eastern boundary of Section No. 38, Block XIII. aforesaid; thence towards the South-west by that road and its continuation past Sections Nos. 37, 36, 35, 34, 33, and 30 of Block XIII. aforesaid to the Palmerston–Foxton Road aforesaid; thence again towards the North-west by that road to a point in line with the north-eastern boundary-line of Section No. 11., Block XIII. aforesaid; thence again towards the South-west by a straight line to and thence by that section and its north-eastern boundary-line produced across the road forming its north-western boundary; thence again towards the South-east by the last-mentioned road and its continuation past Sections Nos. 10, 9, 8, and 7 of Block XIII. aforesaid to the road forming the north-eastern boundary of Section No. 1594; and thence again towards the South-west by that road and its continuation past Section No. 1598 to the road forming the south-eastern boundary of Section No. 1601, Block IX. aforesaid.
SECOND SCHEDULE.
SUBDIVISION No. 1.
ALL that portion of the Mangaone River District, hereinbefore described, situate within the boundaries of the Borough of Palmerston North, as the said borough is described in the New Zealand Gazette No. 60, 12th July, 1877.
SUBDIVISION No. 2.
All that portion of the Mangaone River District, hereinbefore described, not included in Subdivision No. 1, hereinbefore described.
Given under the hand of His Excellency Sir William Francis Drummond Jervois, Lieutenant-General in Her Majesty’s Army, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at the Government House, at Wellington, this twenty-eighth day of April, in the year of our Lord one thousand eight hundred and eighty-seven.

ORDER IN COUNCIL.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the power and authority conferred upon him by the ninth section of “The Public Revenues Act, 1886,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby fix and determine that in all cases in which the accounts of any local body are audited by the Audit Office under the provisions of any Act in that behalf, or by order of the Governor under the provisions of any such Act, and in any arbitration held by the Controller and Auditor-General between any two local bodies under the authority of any Act in that behalf, the costs and expenses of any such audit or arbitration shall be according to the following scale:—

In any case in which the money value of the assets and liabilities, as defined by the Act under which the arbitration is held, do not together exceed one thousand pounds, ten pounds. Where such values exceed one thousand pounds, ten pounds on the first thousand pounds, and ten shillings per centum upon the amount of such excess. Such a charge to be paid by each of the local bodies concerned in such proportion as directed in such arbitration.
- Special audits made by the Audit Office, by order of the Governor, under the authority of any Act in that behalf:
For every day or part of a day occupied in such audit, three pounds.
Ordinary audit of the accounts of local bodies made under the authority of any Act in that behalf:
For every day or part of a day occupied in such audit, two pounds.
