CAUTION.—ELECTRIC LIGHTS.
At the present juncture the Defence Department may at any time exhibit one or more electric lights from the vicinities of Queenscliff and Point Nepean. Such lights will be at least 60 feet below any of the present lights, and must not be taken as guiding lights, as they will be dangerously misleading for navigating purposes, their object being a means of guarding the entrance to Port Phillip.

Report of Court of Inquiry into Wreck of s.s. “Thomas Russell” confirmed.

HIS Excellency the Governor has been pleased, in pursuance of the provisions of section 44 of “The Shipping and Seamen’s Act, 1877,” to confirm the following report of the Court of Inquiry into the wreck of the s.s. “Thomas Russell,” by which the New Zealand Certificate of Competency as master ordinary, No. 33, held by Charles Frederick Helander, is suspended for six months from the 17th ultimo.

THAT the loss was caused by the master’s default. I consider that he ought, when coming on deck, underway as he believed between Cape Runaway and the anchorage under Oreti Point, to have ascertained his exact position before putting the ship full speed ahead. He must at that time, in my opinion, have been much nearer Oreti Point than he supposed. His true position could have been determined by the lead, and the ship might have been stopped to enable him to take a cast. When the man at the lead reported 9½ fathoms the master ought to have anchored. The ship at that moment must have been close to the rocks, but the master seems to have trusted implicitly to the soundings reported by Thompson, and in so doing failed to take necessary precautions for the safety of his ship, especially when everything depended upon the accuracy almost of a single cast. On this point I accept as substantially correct the master’s evidence, and place no reliance upon that of Thompson. I have suspended the master’s certificate for six months and ordered him to pay the cost of this inquiry.
