Altering Regulations for the New Zealand Volunteer Force.

ORDER IN COUNCIL.

At the Government House, at Wellington, this fifth day of
May, 1885.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by an Act of the General Assembly of New
Zealand intituled “The Volunteer Act, 1881,” power
is given to the Governor in Council from time to time to make,
alter, and revoke regulations respecting the enrolment, disci-
pline, training, exercise, accoutrements, clothing, equipment,
conveyance, pay, rations, and lodging of the Volunteer Force
or any part thereof:

And whereas by Orders in Council, dated the twenty-
second day of November, one thousand eight hundred and
eighty-four, and the second day of April, one thousand eight
hundred and eighty-five, certain regulations were made for
the purposes aforesaid: And whereas it is expedient now
to revoke the same:

Now, therefore, His Excellency the Governor of the Colony
of New Zealand, in pursuance of the said recited power and
authority, doth by this present order, by and with the con-
sent of the Executive Council, revoke Rules two, five,
eleven, sixteen, ninety-six, and one hundred and ten of the
aforesaid regulations; and, with the like advice and consent,
doth hereby declare that in lieu thereof the following rules
shall come into force from the date of the publication hereof.

SCHEDULE.

  1. EVERY person, upon enrolling himself, will sign an
    engagement to serve until lawfully discharged, and take the
    oath or make a solemn affirmation as prescribed by the Act.
    The oath to be administered by a Justice of the Peace or an
    officer of the corps who has taken such oath, whose signa-
    ture will be affixed to the attestation paper (Form V.—1).
    This document, when produced in Court, and the Volunteer
    identified as the person named therein, will be sufficient
    evidence, for the purpose of recovering fines, that the man
    has been sworn. The attestation paper, duly numbered and
    recorded, is to be kept in the District Office.

  2. Enrolments will take place quarterly, namely, in the
    months of January, April, July, and October in each year,
    except in the case of trained bandsmen; and persons de-
    sirous of joining the Force must submit their names to the
    Officer Commanding the corps they wish to enter, for his
    approval, and must give him the following particulars: Age,
    height, occupation, and address. Provided that the Go-
    vernor may direct an enrolment at other times if he shall
    see fit.

  3. The establishment of officers and non-commissioned
    officers of all corps will be according to the following table:—

Captains. Lieutenants. Chief Petty Officers, Troop Sergt.-Major, Quartermaster, Sergent, or Colour-Sergent. 1st Class Petty Officers or Sergeants. 2nd Class Petty Officers or Corporals. Trumpeters or Buglers. Troopers, Gunners, Privates. Total all Ranks.
Naval Artillery, Cavalry Mounted, Infantry, Artillery, and Rifle Volunteers—

  • Battery Sergeant-Major allowed for each battery of artillery in
    addition.

If desired, Volunteer corps will be permitted to enrol up
to a maximum strength of 100 of all ranks, and arms, accou-
trements, and ammunition will be provided by Government;
but no claim for capitation will be admitted (except in the
case of trained bandsmen) for any member in excess of the
number laid down in the above table.

  1. The Volunteer Force shall consist of the following dif-
    ferent arms, which will rank in the order named :—
    Naval Artillery Volunteers.
    Cavalry Volunteers.
    Mounted Infantry Volunteers.
    Artillery Volunteers.
    Engineer Volunteers.
    Rifle Volunteers.

  2. Volunteer corps of all arms will be classified as fol-
    lows:—
    (a.) Corps enrolled in centres of population or specified
    localities to be termed “garrison corps.”
    (b.) Corps in outlying districts or localities to be termed
    “country corps.”
    (c.) “Honorary corps,” the members of which will be pro-
    vided with arms, accoutrements, and ammunition by
    Government, but will not receive capitation or any
    other pecuniary allowance.
    (d.) “Honorary reserve corps,” the members of which
    will not receive capitation or any other pecuniary
    allowance, who will provide their own arms, accoutre-
    ments, and ammunition, and who will be permitted to
    draw up special private rules for the general manage-
    ment and discipline of their corps: Provided such rules
    are not repugnant to the provisions of the Volunteer Act
    then in force, and are submitted for the approval of
    His Excellency the Governor.

  3. In addition to the four quarterly Inspection parades
    provided for in Rule 116, Officers Commanding Districts and
    Adjutants of the permanent staff are empowered to order one
    inspection parade in each half-year, attendance at which will
    be allowed to reckon towards the four parades required to
    qualify for capitation.

Regulations for the Examination of Teachers.

ORDER IN COUNCIL.

At the Government House, at Wellington, this fifth day of
May, 1885.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

BY virtue of the powers and authorities vested in me by
“The Education Act, 1877,” I, William Francis
Drummond Jervois, the Governor of the Colony of New
Zealand, by and with the advice and consent of the Execu-
tive Council of the said colony, do hereby make the following
regulations for the examination of teachers, that is to say,—

  1. Notwithstanding anything to the contrary contained in
    Orders in Council of the twenty-fourth day of September,
    one thousand eight hundred and seventy-eight, and the
    seventh day of July, one thousand eight hundred and eighty,
    the annual examination of candidates for teachers’ certifi-
    cates shall be held between the fourteenth and the twenty-
    fourth days of December of every year, and not in the month
    of January or March, and candidates for any class must*
    give written notice, accompanied by all necessary testi-
    monials and declarations, not later than the fifteenth day of
    September immediately before the examination.

  2. Every candidate for examination, with the exception of
    candidates who apply to be examined in elementary science
    or domestic economy only, and of candidates who having
    been partially successful at a former examination present
    themselves for examination in those subjects only in which
    they were at that former examination unsuccessful, shall, at
    the time of giving notice of intention to be present at the
    examination, pay to the credit of the Public Account at any
    branch of the Bank of New Zealand the sum of one pound
    sterling as a contribution towards defraying the expenses of
    the examination, and shall forward the bank receipt to the
    Minister of Education, with the notice of intention to sit at
    the examination.

  3. No application for examination will be received unless
    it be accompanied by a certificate, signed by a Public School
    Inspector, and setting forth that the candidate has passed
    before such Inspector a satisfactory examination in reading,
    spelling, dictation, and writing; but this regulation shall not
    apply to candidates who already hold certificates granted to
    them by the Minister of Education, nor to candidates who
    present themselves in those subjects only in which at a
    former examination they were unsuccessful.

  4. These regulations shall come into force upon the date
    hereof.
