BOROUGH LOAN OF £4,000.
THIS is to notify that a poll of the burgesses of the Borough of New Plymouth was taken, on the 29th day of December last, as to whether the burgesses were in favour of the following proposal or not:—
That the Borough Council of New Plymouth propose to raise a special loan of £4,000, for the purpose of undertaking the completion of the water supply of the Borough of New Plymouth, to be secured by the pledging of a special rate of 4d. in the pound annual value.
And that at such poll 319 votes were recorded in favour of the proposal and 12 votes against it. I therefore declare the resolution carried.

Revocation of Appointment of Bonding Warehouses.
CUSTOMS.—In exercise of the authority in me for this purpose vested, I, the Commissioner of Trade and Customs, do, by this order under my hand, revoke and annul the appointment of the under-mentioned warehouses for the reception and security of goods entered to be warehoused without payment of duty upon the first entry thereof, namely:—

THE following Notice to Mariners, received from the Portmaster, Brisbane, is published for general information.

LIGHTSHIP AT PROUDFOOT SHOAL, WESTERN ENTRANCE TO TORRES STRAITS.
Notice is hereby given that, on the 1st December last, the lightship referred to in Notice No. 25 of 1883 was placed in 10 fathoms 1·3 miles south-west from the Proudfoot Shoal.
The illuminating apparatus consists of three fifth-order dioptric lenses.
The light—which is at an elevation of 40 feet—is occulting, showing a bright light for ten seconds at intervals of four seconds, and is visible from a distance of eleven and a half miles.

Decision of Court of Inquiry into the Stranding of the s.s. “Charles Edward” confirmed.
Marine Department,
Wellington, 29th January, 1884.
HIS Excellency the Governor has been pleased to confirm the following decision of the Court of Inquiry into the stranding of the steamer “Charles Edward,” by which the New Zealand Certificate of Service, No. 2457, of William Ralph Scott is suspended for three months from the 29th ultimo. The steamer struck on a reef at the east end of Motu Ngaru Island while on her way from Wellington to Nelson on the 28th ultimo.

That there is not sufficient evidence to satisfy me as to the immediate cause of the accident. The course steered by direction of the chief officer appears to have been the correct one in all ordinary weather, but I consider that further precaution should have been taken to guard against leeway arising from the low rate of speed at which the vessel was steaming.
I am further of opinion that the master, Captain Scott, was so far suffering from the effects of liquor taken previously to the vessel leaving port as to be unfit for the duties of his command, and that had his condition been as it should have been the accident would most probably have been avoided.
I, therefore, subject to confirmation by the Governor, suspend the certificate of the said William Ralph Scott for three months, and adjudge him to pay the costs of this inquiry.
