A PROCLAMATION.
A PROCLAMATION.
WHEREAS by "The Town Districts Act, 1881" (herein-
called "the said Act"), it is, among other things,
enacted that the inhabitants of any locality not constituted a
borough under "The Municipal Corporations Act, 1876,"
wherein there are not less than fifty householders, may apply
by petition to the Governor praying that such locality may be
constituted a town district under the said Act; and that no
such locality shall exceed two square miles in area, and no one
point in such area shall be distant more than four miles from
any other point therein, except in the case of military town-
ships; and that in every such locality not less than two-thirds
of the number of the resident householders shall concur in any
such petition, and each signature to such petition shall be veri-
fied by the attestation of some respectable witness; and that
such petition shall set forth accurately the boundaries of the
locality to which such petition may refer; and also that, on
the receipt of any such petition, the Governor may, by Procla-
mation, declare that the provisions of the said Act shall come
into force within such locality, and that the same shall be a
town district under the said Act; and, further, that such Pro-
clamation shall accurately define the boundaries of the district
in accordance with the description contained in the petition, and
shall declare the name by which such district shall thereafter be
known:
WHEREAS by section sixty-six of "The Mines Act, 1877,"
power is given to the Governor to proclaim special
mining districts for the pre-emption of homesteads, and for the
purposes contemplated in the said section:
Now, therefore, I, James Prendergast, the Administrator of
the Government of the Colony of New Zealand, by virtue of the
powers and authorities vested in me by the said section sixty-
six of "The Mines Act, 1877," and of all other powers and
authorities thereunto enabling me, do hereby proclaim and de-
clare the piece of land described in the Schedule hereto to be
a special mining district for the purposes of the sixty-sixth
section of "The Mines Act, 1877."
And whereas a petition has been presented to the Governor,
by the inhabitants of the locality mentioned and described
therein, praying that such locality may be constituted a town
district under the said Act:
And whereas not less than two-thirds of the number of resi-
dent householders in the said locality have concurred in the said
petition, and it is expedient that a Proclamation should be
issued under the said Act for the purposes hereinafter set
forth:
SCHEDULE.
ALL that area in the Provincial District of Otago, situate in the
Counties of Tuapeka and Southland. Bounded towards the
North and North-east by Vincent and Maniototo Counties
respectively from Lorn Peak to Lammerlaw; thence by Taieri
County to and by Lee's Stream to the north-west boundary of
the Traquair Hundred; thence towards the South-east, East,
and North by the said hundred to the West Taieri Hundred;
thence again towards the South-east by the said West Taieri
Hundred to the County of Bruce; thence towards the South
and again towards the South-east by Bruce County to Mount
Stuart Trig. Station; thence towards the South-west, by Block
IX., Waitahuna East Survey District, Block VIII., Waitahuna
West Survey District, Sections 20 and 19, Block VII., Waita-
huna West Survey District, Sections 5, 15, and 8, Block IX.,
and Section 23, Block X., Waitahuna West Survey District
aforesaid, to Crook Burn; thence by Crook Burn aforesaid to its
junction with the Clutha River; thence again towards the South-
west by the said Clutha River to Scrub Burn; thence due West
by a line to a point opposite to the said Scrub Burn 20 chains
distant from the west bank of the said Clutha River; thence
in a northerly direction parallel to the Clutha River aforesaid
to Blackcleugh Burn; thence by the said Blackcleugh Burn to
the Tapanui Ranges at a point due east from the source of
Spylaw Burn; thence again towards the South by a right line
to and by the said Spylaw Burn to its confluence with the
Pomahaka River; thence again towards the East by the said
Pomahaka River to its confluence with the Leithen River;
thence again towards the South by the said Leithen River to a
point due north from the east branch of the Waikaka River;
thence towards the East by a right line to and along the said
east branch to Section No. 10, Block IX., Chatton Survey
District; thence by lines so as to include Sections Nos. 10, 16,
17, 7, and 15, said Block IX., Chatton Survey District, and by
the said branch of the said Waikaka River southerly to its
junction with the west branch of Waikaka River aforesaid;
thence again towards the South-west by the said west branch
to a point due east from Mataura River a mile north of
Pyramid; thence again towards the South by a right line due
west to the Mataura River; thence again towards the South-
west by the Mataura River aforesaid to Lake County; and
thence towards the North-west by the said Lake County to
Lorn Peak, the starting point.
Now, therefore, I, James Prendergast, the Administrator of
the Government of the Colony of New Zealand, in pursuance
and exercise of the power and authority vested in me by the
hereinbefore in part recited Act, do hereby proclaim and declare
that the provisions of the said Act shall come into force within
the locality or district mentioned and described in the Schedule
hereto (the same being the locality mentioned and set forth in
the said petition, so presented as aforesaid), and that the same
shall be a town district under the said Act; and, in further
pursuance and exercise of the said powers and authority, I do
hereby declare that the said district shall hereafter be known
by the name of the Stratford Town District; and I do appoint
that the Board of Commissioners of the said district shall
consist of five in number.
SCHEDULE.
ALL that area in the Provincial District of Taranaki, situate in
the Ngaire Survey District, bounded towards the North by Flint
Road from the north-east corner of Section No. 95, Block I.,
Ngaire Survey District, to the north-west corner of Section No.
3, Block II., said Ngaire Survey District; thence towards the
East by the said Section No. 3 and by Section No. 6, said
Block II., Ngaire Survey District aforesaid, and by the western
boundary-line of the last-mentioned section produced to the
south side of Pembroke Road; thence again towards the
North by the Pembroke Road to its intersection by the west side
of Swansea Road; thence towards the North-east by the said
Swansea Road to its intersection by the north side of Warwick
Road; thence towards the South-east by the said Warwick
Road to its intersection by the east side of Brecken Road;
thence towards the South-west by the said Brecken Road to its
intersection by the south side of the said Pembroke Road;
thence across the said Pembroke Road to the south-east
corner of Section No. 96, Block I., Ngaire Survey District
aforesaid; and thence towards the North-west by the said
Section No. 96 and by Section No. 95 to Flint Road aforesaid,
the place of commencement: as the same is delineated on the
plan deposited in the Survey Office, New Plymouth.

Prendergast, Knight, Chief Justice, the Adminis-
trator of the Government of Her Majesty's Colony
of New Zealand and its Dependencies; and issued
under the Seal of the said Colony, at the Govern-
ment House, at Wellington, this tenth day of
January, in the year of our Lord one thousand
eight hundred and eighty-three.
