Tenders for supplying Brimstone to the Gunpowder
Factory, Madras.

THE following correspondence relative to tenders
invited for the supply of brimstone to the
Gunpowder Factory, Madras, is published for
general information.

SIR,—I have the honor to enclose form of tender for
supply of brimstone which Colonel Childers, who
kindly assisted me in my inquiries with respect to
the manufacturing of gunpowder, has been good
enough to send me, thinking it possible that a supply
of that article may be obtained from New Zealand.

I observe that steps have been taken for opening
up the deposits of sulphur on White Island, and I
trust that the promoters of that enterprise may be
in a position to send in satisfactory tenders.

I, therefore, forward the enclosed form, with a
request that the matter be brought under the notice
of those whom you think would be prepared to deal
with it.

GUNPOWDER FACTORY.—BRIMSTONE GROUGH OR
RAW SULPHUR FOR THE MANUFACTURE OF
GUNPOWDER (1879–80).

TENDERS (sealed with wax) for the under-mentioned
article will be received by the Superintendent, Gun-
powder Factory, Madras, up to noon on the 8th May,
1879, at which time they will be opened:—

Miscellaneous Brim- stone Grough. Cwt. Including value of casks, barrels, or cases, and cost of weighing and storing at the Gunpowder Factory. Cwt. 1,225

When to be supplied and in what Instalments.—
To be supplied before the 15th January, 1880, in two
instalments of not less than 600 cwt. each.

N.B.—Tenders must specify the rate at which a
cwt. of brimstone grough, yielding 110 lb. per cwt.
of pure, will be supplied in and with good strong
casks, barrels, or cases, each containing not more
than 3 cwt., and including all charges, whether on
account of duties, carriage, or otherwise. Payment
for the grough brimstone delivered will be propor-
tionate to the amount of pure brimstone ascertained
by assay to exist in the delivered grough above or
below the contract purity of 110 lb. per cwt.
Should the purity, however, fall below 105 lb. per
cwt., the supply will be rejected, and must be

removed at the cost of the contractor or contractors.
2. Each tender must be accompanied by a deposit,
in cash or currency notes, equal to 10 per cent. of the
value of 1,225 cwt. of brimstone at the rate named
in such tender, and will be subject to the conditions
specified in the notifications in the Fort. St. George
Gazette, published in the issues for December, 1872.
Particular attention is called to the condition that
rates should be entered in words as well as in figures.
Samples of the article required can be seen, and
forms of tenders and all particulars regarding secu-
rity, payment, &c., can be obtained, at the Gun-
powder Factory at Madras, from the Superintendent
either personally or by letter.

Summary of Conditions.

  1. Every tender must be accompanied by a deposit
    equal to 10 per cent. of the value of the article to be
    supplied.

  2. The successful tenderer will deposit 20 per cent.
    of the value of the article prior to his executing the
    contract deed for their supply.

  3. No tender will be received after the day and
    hour fixed for their receipt at the Gunpowder Fac-
    tory, and all tenders will be opened in the presence
    of those interested who may choose to attend.

  4. The 10 per cent. deposit of successful com-
    petitor will be retained and become forfeited to
    Government in case of failure to execute the bond
    within ten days after notice shall have been given
    that the tender has been accepted. A copy of the
    bond can be inspected at any time at the office of
    the Gunpowder Factory at Madras, on application
    for the same by any tenderer.

  5. No advance of cash will be given, but each
    delivery will be paid for separately as soon as the
    bill of the contractors has been passed by the
    Examiner of Ordnance Accounts.

  6. The 20 per cent. security will be returned
    immediately on completion of the contract; but,
    should the contractor fail to carry out his agree-
    ment, the contract will be annulled, and the security-
    money confiscated to Government. The contractor
    will also be bound to make good to Government any
    loss which may arise from failure, or by Government
    having to purchase the article in the local market at
    a higher rate than that at which it may be contracted
    for.

  7. The Superintendent, Gunpowder Factory, re-
    serves to himself the right of rejecting any tender at
    the time of opening the same without assigning any
    reason for so doing.

  8. All tenders will be subject to the confirmation
    of the Inspector-General of Ordnance and Maga-
    zines, to whom they will be sent for the purpose.

  9. No erasures, interlineations, or alterations will
    be allowed unless certified by the initials of the
    party tendering.

  10. Rates are to be entered in the tender in
    rupees, and both in figures and written words; frac-
    tional parts of a pie will not be admitted.

  11. Contractors will be liable to a fine not exceed-
    ing twenty rupees for each case of default in the
    supply of articles contracted to be supplied, which
    fines will be deducted from the deposit prior to its
    being surrendered.

Zealand.]
