THE following despatch, from Her Majesty's Prin-
cipal Secretary of State for the Colonies, with
its enclosure, is published for general information.

SIR,—A correspondence has recently arisen be-
tween this department, the Secretary of State for
War, and the Lords Commissioners of the Admi-
ralty, relative to the salute due to an Officer Admin-
istering the Government of a colony in the absence
of the Governor.

  1. It has been decided that the existing rule, as
    laid down in section 3, paragraph 8, of the Queen's
    Regulations for the Army should be followed in both
    naval and military salutes, and this rule will be
    inserted in the "Revised Edition of the Admiralty
    Instructions."

  2. The rule provides that officers temporarily
    acting in any higher command or civil office are
    entitled, during their temporary tenure, to all the
    honors and salutes that may appertain to such com-
    mand or office.

  3. This decision will not render necessary any
    alteration in Article 159 of the Colonial Regulations,
    but I have to request that you will cause to be can-
    celled in any volumes of the Colonial Regulations
    which may be in use in the colony under your govern-
    ment, pages 144 to the end of the book, containing
    extracts from the Queen's Regulations and Admiralty
    Instructions on the subject of salutes, portions of
    which are now superseded by more recent instruc-
    tions, which should be referred to in case of necessity.

  4. I enclose, for convenience of reference, copies
    of the Regulations at present in force.

to the Importation of Stock from New Zealand.

THE following letter from the Chief Secretary of
Victoria, relative to the removal of the prohibi-
tion against the importation of stock from New
Zealand, is published for general information.

Melbourne, 17th January, 1878.
SIR,—With reference to your letters of the 25th
October and 10th ult, expressing a hope that the
free importation of cattle, sheep, and swine from New
Zealand may be permitted now and in future, as the
introduction of stock from Europe has been absolutely
prohibited for some months by an order of the Govern-
ment of New Zealand, I have the honor to inform
you that all special restrictions are removed.

I may point out that the importation of stock from
New Zealand was not prohibited by Proclamation,
but was practically prohibited by the operation of
the regulation under the Stock Act (copy herewith),
sec. No. 6, which requires that an Inspector should
be satisfied that stock proposed to be introduced is
free from certain diseases.
The Inspectors have been informed that they are
free to exercise their judgment in that regard, whether
applied to stock from New Zealand or any other
colony.

CHARGE ON INSPECTION OF NEWLY INTRODUCED
STOCK.

Stock newly introduced either by sea or land shall
not travel until it has been inspected by an Inspector
appointed for that purpose, the cost of such inspection
and of carrying out the several provisions of this Act
shall be defrayed by a charge to be imposed of one
shilling per head for every head of cattle and horses,
sixpence per head for every head of calves and foals,
and one penny per head for every head of sheep and
pigs so inspected; and such charge may be recovered
in a summary way before any two Justices.

STEPS TO BE TAKEN BY INSPECTORS BEFORE
AUTHORIZING STOCK TO TRAVEL.

No Inspector shall authorize any of the said stock
to be introduced or to travel until he has inspected
such stock, and is satisfied that it is free from any of
the diseases mentioned in the First Schedule hereto,
and has received a statutory declaration made by the
owner or person in charge, stating the number and
description of stock which he is desirous to import,
and that the same have been free from disease and
from contact with any diseased stock for the space of
not less than thirty days, and has counted the same, or
been otherwise satisfied in regard to the number of
stock to be so imported, and received the charge
imposed by the 7th section of the said Act in respect
thereof, for which charge a receipt shall be given in
the form of the Third Schedule hereto.

Cumberland Disease. Pleuro-pneumonia.
Foot and Mouth Disease. Rinderpest.
Glanders. Murrain.
