SCHEDULE.

  1. The Board shall from time to time elect one of
    their number as Chairman, who shall preside over
    their meetings.
  2. The Board shall appoint a Secretary at a salary
    of £25 per annum, who shall conduct the correspon-
    dence, minutes, and other writing of the Board.
  3. The Board shall appoint a Wharf Manager at a
    salary of £160 per annum, who shall have charge of
    the wharves and manage the business of the Board
    at the Port of Moeraki.

Given under the hand of His Excellency the
Most Honorable George Augustus Con-
stantine, Marquis of Normanby, Earl of
Mulgrave, Viscount Normanby, and Baron
Mulgrave of Mulgrave, all in the County
of York, in the Peerage of the United
Kingdom; and Baron Mulgrave of New
Ross, in the County of Wexford, in the
Peerage of Ireland; a Member of Her
Majesty's Most Honorable Privy Coun-
cil; Knight Grand Cross of the Most
Distinguished Order of Saint Michael and
Saint George; Governor and Commander-
in-Chief in and over Her Majesty's Colony
of New Zealand and its Dependencies,
and Vice-Admiral of the same; at the
Government House, at Wellington, this
thirtieth day of October, in the year of
our Lord one thousand eight hundred
and seventy-seven.

Moeraki Harbour Board By-laws approved.

NORMANDY, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this
thirtieth day of October, 1877.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS the Moeraki Harbour Board, to which
Board the powers conferred by the seventh,
tenth, thirtieth, thirty-first, and thirty-second sections
of "The Marine Act, 1867," have been delegated as
is authorized by "The Harbour Boards Act, 1870,"
did, on the eighteenth day of July, one thousand
eight hundred and seventy-seven, make the rules,
regulations, and by-laws set forth in the Schedule
hereto, and it is expedient to approve of the same:
Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, the Governor of New Zea-
land, do hereby, by and with the advice and consent
of the Executive Council of the said colony, and in
accordance with the provisions of "The Harbour
Boards Act, 1870," approve of the said regulations
and by-laws.

SCHEDULE.
4. The Board's Wharf Manager shall be Port or
Harbourmaster, and shall conduct or order the
anchoring or removal of all vessels in port, and shall
also conduct and regulate the management of the
wharves and traffic thereon and thereat.
5. Any person or persons using the Board's wharves
in any way, or interfering with the management
thereof, without having first obtained an authority
for same from the Board's Manager, or who shall
disobey the lawful commands of the Harbourmaster,
or who shall commit a breach of or fail to comply
with the Board's regulations or by-laws for same,
shall forfeit and pay a sum not exceeding £50 in the
discretion of the Justices or Resident Magistrate
adjudicating.

  1. All boats making use of the harbour in any
    way shall be subject to an annual license fee of
    £2 2s. each, payable to the Board.
  2. For landing or shipping goods or material on or
    from the wharves in the Port of Moeraki, the Board
    will levy the following charges:—
    On sawn, split, or dressed timber not exceeding
    3 superficial to 1 lineal foot, 9d. per hundred
    superficial feet.
    Round or squared logs, 5s. per 320 superficial
    feet.
    General merchandise or other goods, 3s. 4d. per
    ton or 40 cubic feet.
    Coals, 2s. per ton of 12 sacks.
    Wheat and flour, 2s. per ton of 10 sacks.
    Oats, potatoes, and barley, 1s. 8d. per ton of 12
    sacks.
    Pollard and bran, 1s. 8d. per ton of 14 sacks.
    Wool pressed, 1s. per bale.
    Wool unpressed, 1s. 4d. per bale.
    Hides, 2d. each.
    Skins, 1d. each, or as general merchandise.
    Great cattle, 5s. each.
    Small cattle, 4d. each.
    Empties, one-half rates.
    Parcels, 6d. each.
    The Board will detain all goods, &c., until the
    charges thereon are paid. Upon all goods detained
    by the Board, or not taken delivery of or shipped on
    day of receiving, and necessarily removed to store or
    otherwise, an additional charge will be made equal to
    one-half of the foregoing charges.
    All steamers will receive preference over sailing
    vessels at the wharves.

Delegation of Governor's Powers under "The Customs
Regulations Act, 1858."

NORMANBY, Governor.
WHEREAS by "The Customs Regulations Act,
1858," it is enacted that it shall be lawful for
the Governor, in the name and on behalf of Her
Majesty, from time to time to appoint and remove a
superior officer of Customs, who shall have the con-
trol and direction of all other officers and persons
employed in or about the collection and management
of the revenue of Customs, and who shall be styled
"The Commissioner of Customs," and also in like
manner from time to time to appoint and remove, or
to depute to the Commissioner the power to appoint
and remove, officers and persons subordinate to the
Commissioner to collect and manage the Customs
revenue, and to perform the several duties incident
to and connected with the collection and manage-
ment thereof:
Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, the Governor of the Colony
as aforesaid, in pursuance and exercise of the said
power and authority, do hereby delegate to
The Honorable Sir GEORGE GREY, K.C.B.,
the Commissioner of Customs appointed as afore-
said, the power to appoint and remove officers and
persons subordinate to the Commissioner to collect
and manage the Customs revenue, and to perform
the several duties incident to and connected with the
collection and management thereof vested in me by
the said in part recited Act, to be held and exercised
by him from time to time as he shall think fit, so
long as he shall hold the said office of Commissioner
of Customs.
