Despatch from Secretary of State.

Colonial Secretary's Office,
Wellington, 20th August, 1877.

Principal Secretary of State for the Colonies,
is published for general information.

DANIEL POLLEN.

Downing Street, 1st June, 1877.

MY LORD,—I have the honor to inform you that
Her Majesty will not be advised to exercise her
power of disallowance with respect to the Act of the
Legislature of New Zealand entitled "An Act
to amend the Law relating to Public Health,"
a transcript of which accompanied your Despatch
No. 60, of the 13th December last.

I enclose a copy of a letter from the Board of
Admiralty relating to this Act, and I have to request
that you will bring the observations contained
therein to the notice of your Government.

I have, &c.,
CARNARVON.

Marquis of Normanby, K.C.M.G., &c., &c.

The Admiralty to the Colonial Office.

Admiralty, 7th May, 1877.

SIR,—I have laid before my Lords Commissioners
of the Admiralty your letter of the 27th ultimo, for-
warding a transcript of an Act passed by the Legis-
lature of New Zealand entitled "An Act to amend
the Law relating to Public Health," and requesting
to be informed whether their Lordships consider
that this Act may be allowed to remain in operation.

  1. I am commanded by their Lordships to return
the transcript as requested, and to observe that,
although they cannot take exception generally to
this Act, they would call Lord Carnarvon's attention
to the penal clauses, which are somewhat numerous
and the fines high, and that, as two-thirds of the
penalty go to the informer, some vexatious accusa-
    tions might be made.

I have, &c.,
ROBERT HALL.

The Under Secretary of State
for the Colonies.
