Rules and Regulations under "The Stamp Fee Act,
1875."

ORDER IN COUNCIL.
At the Government House, at Wellington, this
seventeenth day of April, 1877.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by "The Stamp Fee Act, 1875," it is
provided that the Governor in Council may,
by notice published in the New Zealand Gazette,
direct, that after the time specified in such notice all
or any of the duties, fees, fines, or penalties for the
time being payable in money in any public depart-
ment or office connected with the public service, or
to the officers thereof, shall be collected by means of
stamps; and after the time so specified the duties,
fees, fines, or penalties therein mentioned shall be
received by stamps denoting the sums payable, and
not in money:
And whereas it is further provided that the
Governor in Council may make, alter, or repeal re-
gulations not contrary to the said Act for the due
administration thereof, and may, subject to the said
Act, prescribe the documents on which the stamps
denoting payment of any such sums shall be impressed,
or to which they shall be affixed for the purpose
aforesaid:
Now, therefore, His Excellency the Governor, by
and with the advice and consent of the Executive
Council of the colony, in pursuance and exercise of
the above-recited powers and authorities, doth hereby
give the notice and make the rules and regulations
hereinafter contained concerning the matters afore-
said :-
- On and after the first day of July, one thousand
eight hundred and seventy-seven, all duties, fees,
fines, and penalties payable to any Registrar of Deeds
or District Land Registrar within the Colony of New
Zealand by virtue of his office shall be paid by stamps
in manner hereinafter provided. - There shall be for the purpose aforesaid a stamp
to be called "The Land and Deeds Stamp," and all
fees to which these regulations apply shall be paid
either by impressed or adhesive stamps of the de-
nomination aforesaid, and none other. - Fees in respect of the several matters specified
in the first column of the Schedule hereto shall be
paid by stamps impressed on or affixed to the docu-
ments respectively specified for that purpose in the
second column of the said Schedule. All other fees
shall be paid by stamps impressed on or affixed to the
documents in respect of which such fees are payable,
in manner provided by the said Act. - No matter or thing for which a fee is paid by
adhesive stamp shall be done or permitted to be done
by any Registrar of Deeds or District Land Registrar
until such stamp shall have been cancelled by the
person using the same by writing or stamping on or
across such stamp his name or initials, or the name
or initials of his firm, together with the true date of
his so writing or stamping the same, so that such
stamp may be effectually cancelled and rendered in-
capable of being used for any other purpose what-
ever. It shall be the duty of the Registrar of Deeds
or District Land Registrar, as the case may be, to
further obliterate such stamp when used by stamping
the same with the seal of his office. - No stamp of less value than one shilling shall
be issued or used under these regulations. In
assessment of fees to which these regulations apply,
fractional parts of one shilling shall not be charged
unless exceeding sixpence, in which case such frac-
tional part shall be charged as one shilling. - Land and Deeds stamps may be obtained from
the Deputy Commissioners of Stamps, and from the
depositaries and licensed dealers in stamps in the
principal towns. - Depositaries and licensed dealers are required
to sell stamps on demand at all times during office
hours. Such stamps must be paid for in cash at the
time of application. - A commission in the form of discount will be
allowed on all purchases of stamps issued under the
said Act, after the following scale: - To licensed
purchases of £2 and
upwards; to all other persons, 2½ per cent. on all
purchases of £5 and upwards. - The regulations for the time being in force as
to allowance of spoiled stamps shall, as nearly as
may be, extend and apply to stamps issued and used
under these regulations.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS under the provisions of section fif-
teen of "The Canterbury Sheep Ordinance,
1872," it is provided that a rate shall be struck
annually by the Superintendent of sufficient amount
to pay the whole expenses of the department of the
Inspector of Sheep for the current financial year, and
by section sixteen of the same Ordinance it is further
provided that every owner of sheep shall, on or be-
fore the first day of May in each year, pay to the
Provincial Treasurer, or such other person as may be
authorized by the Superintendent to receive the same,
