Places and Times appointed for Vaccination.

NORMANBY, Governor.

IN pursuance and exercise of the powers vested in me by "The Public Health Act, 1876," I, George Augustus Constantine, Marquis of Normanby, the Governor of New Zealand, do hereby appoint the several places mentioned in the second column of the Schedule hereto as and to be the places at which Public Vaccinators appointed for the respective districts mentioned in the first column of the said Schedule shall attend for the performance of vaccination, as required by the said Act; and I do hereby give notice that each such Public Vaccinator will attend at the respective places aforesaid, for the purpose of performing such vaccination, on the days and at the hours set forth in the third column of the said Schedule opposite the name of each such place; and further, that at each such place as last aforesaid the Public Vaccinator will attend for the purpose of inspecting the progress of such vaccination in the persons so vaccinated on the days and at the hours respectively set forth in the fourth column of the said Schedule opposite the name of each such place.

Given under the hand of His Excellency the Most Honorable George Augustus Constantine, Marquis of Normanby, Earl of Mulgrave, Viscount Normanby, and Baron Mulgrave of Mulgrave, all in the County of York, in the Peerage of the United Kingdom; and Baron Mulgrave of New Ross, in the County of Wexford, in the Peerage of Ireland; a Member of Her Majesty's Most Honorable Privy Council; Knight Commander of the Most Distinguished Order of Saint Michael and Saint George; Governor and Commander-in-Chief in and over Her Majesty's Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; at the Government House, at Wellington, this third day of March, one thousand eight hundred and seventy-seven.

Districts for which Public Vaccinator appointed. Places where Vaccination to be performed. Days and Hours fixed for Performance of Vaccination. Days and Hours fixed for inspecting the Progress of Vaccination.
PROVINCIAL DISTRICT OF HAWKE'S BAY.
Tamaki ... The School-house at Norsewood First Thursday in April and October in each year, at 2 p.m. Second Thursday in April and October in each year, at 2 p.m.
PROVINCIAL DISTRICT OF WESTLAND.
Kumara ... The Kumara Dispensary, Seddon Street Monday in each week, between the hours of 11 a.m. and 12 noon At the same place on the same day in the following week after vaccination performed, between the hours of 11 a.m. and 12 noon.

Regulations and Orders under "The Counties Act,
1876."

NORMANBY, Governor.

WHEREAS by "The Counties Act, 1876," it is,
among other things, enacted, that in all cases
in which no provision or no sufficient provision is in
the opinion of the Governor made by the said Act, it
shall be lawful for the Governor from time to time,
for the purpose of facilitating or more effectually
carrying into execution any of the objects of the said
Act, to make and prescribe all such regulations and
orders, either general, or applicable to particular
cases only, as he shall think fit, and such regulations
and orders from time to time to revoke or alter as to
the Governor shall appear to be requisite: And
whereas first elections for the election of Members
of the several County Councils have been held, but
the time for the formation and completion of voters'
rolls for the Ridings of the Counties prescribed by
the said Act has not arrived: And whereas extra-
ordinary vacancies have occurred in several of the
said Counties, and such vacancies may hereafter occur
before the said rolls are so formed and completed as
aforesaid: And whereas, in my opinion, no sufficient
provision is made by the said Act for the election of
Councillors in Counties in which the whole of the
said Act is in force, and prior to the formation and
completion of such voters' rolls as aforesaid, and it
is expedient that general rules and orders should be
made for the purposes hereinafter set forth:
Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, Governor of the Colony of
New Zealand, in pursuance and exercise of the power
and authority vested in me by the said Act, and for
the purpose of facilitating and more effectually car-
rying into execution the objects thereof, do hereby
make and prescribe the following Regulations and
Orders, namely, β€”

  1. Until the formation and coming into force of
    voters' rolls for the election of members of County
    Councils in Counties in which the whole of the said
    Act is in force, the persons entitled to vote at such
    elections in each Riding shall be those mentioned in
    the fifty-first section of the said Act; and all such
    persons qualified or entitled as in the said section
    mentioned shall be deemed to be county electors
    within each Riding for the purposes of such elections.
  2. If at the time of the coming into operation of
    these regulations and orders there shall be an ex-
    traordinary vacancy in the Council of any County
    in which the whole of the said Act is in force, the
    Returning Officer for the Riding in which such
    vacancy exists shall, subject hereto, do and perform
    all acts, matters, and things, prescribed by law in
    respect of his office in and about such election.
  3. These regulations and orders shall apply and
    extend to all extraordinary vacancies in the office of
