Delegation of Governor's Powers under "The Customs
Regulations Act, 1858."

NORMANBY, Governor.

WHEREAS by "The Customs Regulation Act, 1858," it is enacted that it shall be lawful for
the Governor, in the name and on behalf of Her
Majesty, from time to time to appoint and remove a
superior officer of Customs, who shall have the con-
trol and direction of all other officers and persons
employed in or about the collection and management
of the revenue of Customs, and who shall be styled
"The Commissioner of Customs," and also in like
manner from time to time to appoint and remove, or
to depute to the Commissioner the power to appoint
and remove, officers and persons subordinate to the
Commissioner to collect and manage the Customs
revenue, and to perform the several duties incident
to and connected with the collection and manage-
ment thereof:

Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, the Governor of the Colony
as aforesaid, in pursuance and exercise of the said
power and authority, do hereby delegate to

the Commissioner of Customs appointed as afore-
said, the power to appoint and remove officers and
persons subordinate to the Commissioner to collect
and manage the Customs revenue, and to perform
the several duties incident to and connected with the
collection and management thereof vested in me by
the said in part recited Act, to be held and exercised
by him from time to time as he shall think fit, so long
as he shall hold the said office of Commissioner of
Customs.

Given under the hand of His Excellency the
Most Honorable George Augustus Con-
stantine, Marquis of Normanby, Earl of
Mulgrave, Viscount Normanby, and
Baron Mulgrave of Mulgrave, all in the
County of York, in the Peerage of the
United Kingdom; and Baron Mulgrave
of New Ross, in the County of Wexford,
in the Peerage of Ireland; a Member of
Her Majesty's Most Honorable Privy
Council; Knight Commander of the Most
Distinguished Order of Saint Michael and
Saint George; Governor and Commander-
in-Chief in and over Her Majesty's Colony
of New Zealand and its Dependencies, and
Vice-Admiral of the same; at the Go-
vernment House, at Wellington, this
eighth day of August, in the year of our
Lord one thousand eight hundred and
seventy-six.

appoint

The Honorable GEORGE MCLEAN,

Member of the Executive Council of the Colony and
Commissioner of Customs, to be the Minister to have
charge of the administration of "The Naval Training
Schools Act, 1874."

THE following letter and its enclosure, from the
Secretary to the Agricultural Society of New
South Wales, are published for general information.

Sydney, 13th July, 1876.

SIR, I have the honor to inform you that, in accor-
dance with the promise made by you in your letter of
the 6th March, that on some future occasion you
would kindly endeavour to induce the people of your
colony to forward exhibits to our Annual Inter-
colonial Show, the Council of this Association have
requested me to forward to you some preliminary
notices of the Exhibition of 1877, with a prayer that
you be good enough to cause them to be put into the
hands of persons taking an interest in such matters.

We know that in all matters wherein the progress
of New Zealand is concerned you take a lively
interest; this must be our plea for troubling you in
this matter;-if you will kindly let us know to
whom we might apply directly, without encroaching
on your valuable time, when we have to appeal to
your people.

Our Council is well aware that your colony has
made an effort to be represented like all the others
at Philadelphia; but we do not quite see that this
should prevent exhibitors taking part in our annual
gatherings. A great deal more good can arise in
opening up a profitable market here than in America
for your arts and industries. America and Europe
may do very well for our raw products, but in all
other matters we can take from the older countries,
but we have nothing to send.

Victoria, South Australia, Tasmania, Queensland,
and even our more distant neighbour on the Western
Coast, find it to their advantage to meet on the
Prince Alfred Park every year. The absence of New
Zealand has often been remarked. We take the
liberty to make another appeal to your well-known
patriotism in order to fill up the gap in 1877.

To be opened on Tuesday, the 10th April, 1877, at Noon.
The Exhibition is divided into two distinct divi-
sions, as under:-

1ST DIVISION—AGRICULTURAL.

  1. Horses
  2. Cattle
  3. Sheep.
  4. Pigs.
  5. Poultry.
  6. Dogs.
  7. Wool.
  8. Wine.
  9. Sugar.
  10. Farm Produce.
  11. Horticultural Produce.
  12. Manures.
  13. Implements and Ma-
    chinery.
  14. Silk.

Covered sheds, with stalls, hencoops, &c., &c., will
be provided, except in the case of fat cattle, which
will be provided with commodious yards, &c.

2ND DIVISION—NON-AGRICULTURAL.

  1. Fine Arts.
  2. Apparatus and Application of Liberal Arts.
