Downing Street, 3rd December, 1875.
SIR,—I have the honor to transmit to you a
copy of a Note which has been received at the
Foreign Office from the French Ambassador at this
Court, with a translation, showing the steps taken
by the French naval authorities with the view of
frustrating a design which was reported to have been
contemplated in Australia for facilitating the escape
of convicts from New Caledonia.
I feel assured that your Ministers would readily
co-operate with the French Government for the
defeat of such a scheme, and I have requested the
Earl of Derby to point out to the Marquis d'Har-
court that if the assistance of the Governments of
the Australasian Colonies is wished for, it would be
desirable that further particulars, especially with
regard to the locality of the apprehended danger,
should be supplied.
It will be desirable to publish in the colony under
your Government the Police Regulations which the
French authorities have considered it necessary to
adopt.

MONSIEUR LE COMTE, — M le Gouverneur de la
Nouvelle Calédonie a été prévenu que des préparatifs
étaient faits en Australie en vue d'une entreprise ayant
pour objet de faciliter l'évasion des déportés, à l'aide
de navires qui se rendraient sur les côtes de notre
colonie pénitentiaire. Pour parer à cette éventualité
Monsieur le Commandant de Fritzbuer a pris les
mesures suivantes.
Lorsqu'un bâtiment se rapprochera de la côte nord-
est de l'île des Pins, soit de jour, soit de nuit, la
canonnière en station dans la baie d'Uro se portera
immédiatement à sa rencontre, et lui fera connaître
qu'aux termes des règlements locaux il ne peut avoir
de communications avec l'île qu'après en avoir obtenu
l'autorisation du commandant territorial jusqu'à
l'établissement duquel elle devra le convoyer. En
cas de refus, la canonnière restera sur les lieux; si le
navire mouille et ce ne sera possible que dans les
eaux territoriates, elle devra jeter l'ancre entre lui et
la côte et surveiller les mouvements.
Elle saisira toutes les embarcations qui tenteraient
de communiquer avec la terre, ainsi que celles venant
du rivage qui voudraient se rendre à bord, et elle
empêchera le bâtiment de lever l'ancre sans avoir été
visité. Enfin, si des déportés étaient trouvés à bord,
le navire serait frappé d'embargo et l'équipage
poursuivi conformément aux lois.
Dans le cas où ces dispositions seraient reconnues
insuffisantes, M. le Gouverneur de la Nouvelle Calé-
donie se réserve d'interdire absolument l'accès de
l'île des Pins en dehors du mouillage d'Uro, en vertu
des pouvoirs qui lui sont conférés, de telle sorte
qu'on puisse éloigner ou saisir tous les bâtiments qui
essaiieraient d'entrer ou de séjourner dans les eaux
territoriales des autres points de la côte.
Je serai reconnaissant à Votre Excellence de
vouloir bien porter à la connaissance du département
anglais compétent les mesures de police que je viens
d'énumérer et que notre Gouvernement est obligé de
prendre pour assurer la garde des détenus de la
Nouvelle Calédonie.

London, 30th October, 1875.
MONSIEUR LE COMTE, — The Governor of New
Caledonia has been forewarned that preparations have
been made in Australia in furtherance of a plot of
which the object is to facilitate the escape of convicts
with the assistance of ships which should repair to
the coasts of our penal colony.
To guard against this contingency, the Commandant
of Fritzbuer has adopted the following measures :—
Should a vessel approach from the north-east coast of
the Ile des Pins, whether by day or night, the gun-
boat stationed in the Bay of Uro will go immediately
to meet it, and will intimate to such vessel that, by
the terms of the local regulations, it can only have
communication with the island after having obtained
