so, before whom the gun-boat will have to escort such
vessel. In case of refusal the gun-boat will remain
on the spot; if the vessel anchors (and this will only
be practicable in territorial waters) the gun-boat will
cast anchor between it and the shore, and watch its
movements. She will seize all shore boats which may
endeavour to communicate with the land, as well as
those coming from the shore with the intention of
coming alongside, and she will prevent such vessel
from weighing anchor without having been visited.
Lastly, if any convicts are found on board, the vessel
shall be laid under embargo, and the captain and
crew prosecuted conformably with law.
Should these arrangements be proved to be insuffi-
cient, the Governor of New Caledonia reserves to him-
self the power of interdicting absolutely access to the
Ile des Pins outside the anchorage of Uro, in virtue of
the powers which are conferred on him, so as to
enable him to send away or seize all such vessels as
may endeavour to enter or to remain in the terri-
torial waters of the outer points of the coast.
I shall be grateful to your Excellency if you would
kindly bring to the knowledge of the proper English
department the measures of police which I have just
enumerated, and which our Government is obliged to
take, in order to insure the custody of the prisoners
of New Caledonia.
