The Chairman of the Highway Road Board,
Karangahape Road;
subject to the stipulations hereinafter contained:---
- None of the powers delegated shall be exercised
in respect of any land in the actual occupation of
the Governor, except at his instance or request, nor
in respect of any buildings situate on the land
described in the First Schedule to "The Auckland
Military Reserves Act, 1871," except at the instance
and request of the Colonial Government; and in
respect of any land mentioned in section three of
the Schedule to "The Public Domains Act, 1860,"
and in the Schedule to "The Public Domains Acts
Extension Act, 1868." - The Board shall meet at such times and places
as shall be from time to time appointed by the Chair-
man, or shall be convened by him. - The Board shall keep proper minutes and re-
cords of its proceedings, and separate minutes and
accounts shall be kept in respect of the lands
described in the First Schedule to "The Auckland
Military Reserves Act, 1871." Yearly reports shall
be sent to the Colonial Government. - Three Members of the Board shall form a
quorum. - All questions shall be determined by a majority
of the Members of the Board present at a meeting.
The Chairman shall have a casting as well as an
original vote.

ORDER IN COUNCIL.
At the Government House, at Wellington, this
twenty-ninth day of June, 1872.
Present:
THE HONORABLE WILLIAM FOX, PRIME MINISTER,
PRESIDING, AND MEMBERS OF THE EXECUTIVE
COUNCIL.
WHEREAS by "The Electric Telegraph Act,
1865," it is, among other things, enacted that
it shall be lawful for the Governor, by Order in
Council, to make regulations for the transmission
and delivery of all despatches, messages, or communi-
cations, by means of any telegraph line established
under the said Act, and to regulate the conduct,
management, working, and maintenance of any such
telegraph line; and such regulations shall have the
force of law when published in the Government
Gazette of the Colony: And whereas by an Order
in Council made under the powers conferred by the
hereinbefore in part recited Act, on the eighteenth
day of September, one thousand eight hundred and
sixty-nine, certain regulations and conditions under
which telegrams were authorized to be trans-
mitted by the telegraph belonging to the General
Government of New Zealand were made and pub-
lished: And whereas it is expedient that an addi-
tional regulation should be made under the said Act,
as hereinafter mentioned:
Now therefore, His Excellency Sir George Ferguson
Bowen, the Governor of the Colony of New Zealand,
in exercise of the power vested in him by the herein-
before in part recited Act, and by and with the
advice and consent of the Executive Council of the
said Colony, doth hereby make the additional regula-
tion herein set forth (that is to say):--
All original telegrams shall be safely kept
in the custody of the General Manager.
at Wellington for the space of five years
from the dates thereof respectively, after
which period they shall be burned in the
presence of such General Manager.
And with the like advice and consent as aforesaid,
the Governor doth hereby order that this regula-
tion shall take effect from and after the first day of
July next.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this
twenty-ninth day of June, 1872.
Present:
THE HONORABLE WILLIAM FOX, PRIME MINISTER,
PRESIDING, AND MEMBERS OF THE EXECUTIVE
COUNCIL.
WHEREAS by "The New Zealand Post Office
Act, 1858," power is given to the Governor in
Council from time to time to make rules and regula-
tions for the management of the several Post Offices
of the said Colony; for the receiving, despatching,
conveying and delivering of letters; for the detaining,
opening, and return or other disposal of irregularly
posted, unclaimed, and refused letters, or such as
from any cause whatever cannot be delivered or for-
warded, and the contents thereof respectively, and
for the publication of the lists of the same; for the
making, custody, and sale of postage labels; for the
receiving and paying of money in connection with
the said Postal Service, and for the conduct of Post
Officers; and any such rules and regulations at any
time in force to alter, vary, or revoke: And for the
purpose of giving effect to the rules and regulations
so to be made, further power is given to the Governor
in Council by the said Act to impose any penalty not
exceeding ten pounds for any one offence against
such rules and regulations: And whereas by Order
in Council dated the twenty-second day of November,
one thousand eight hundred and sixty-two, the
Governor in Council did, in pursuance of the said
recited power and authority, make an additional Post
Office Regulation for the transmission by post of
certain parcels therein specified and designated
"Bankers' Parcels," as in the said order particularly
mentioned: And whereas in divers other Orders in
Council, or Regulations made under the authority of
the said Act, provision is made as to the transmission
of Bankers' parcels by post, and the rates of postage
payable in respect thereof: And whereas it is ex-
pedient that all such Regulations should be revoked:
Now therefore, His Excellency Sir George Fergu-
son Bowen, the Governor of the Colony of New
Zealand, in pursuance and exercise of the said recited
power and authority, and by and with the advice and
consent of the Executive Council thereof, doth
hereby revoke the said hereinbefore in part recited
Order of the twenty-second day of November, one
thousand eight hundred and sixty-two, and the
said Regulation made thereby, and doth also
revoke all other Orders in Council or Regulations
made under the authority of the said Act in so far as
the same relate to the transmission of Bankers' parcels
through the Post Office, and the rates of postage
payable thereon: Provided that this order shall not
take effect until the first day of August, one
thousand eight hundred and seventy-two.
