ORDER IN COUNCIL.
At the Government House, at Wellington, this
seventeenth day of March, 1869.

Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by "The Marine Act, 1867," it is
enacted that the Governor in Council may
from time to time make, vary, and repeal bye-laws
and regulations for regulating the packing, landing,
and shipping, deposit and removal of Gunpowder and
other explosive substances and compounds:
And whereas by an Order in Council dated the
twenty-fifth day of June, one thousand eight hundred
and sixty-eight, certain bye-laws and regulations for
the several ports and harbours of the Colony of New
Zealand were made and promulgated:
And whereas it is desirable to vary so much of the
said bye-laws and regulations as relates to the
packing, landing, and shipping, deposit and removal
of Gunpowder, and to make the additional bye-laws
herein contained:
Now therefore His Excellency the Governor, with
the advice and consent of the Executive Council of
New Zealand, and in pursuance of the above-recited
power and authority, doth hereby make the following
additional bye-laws for the several ports of New
Zealand, and doth order that the same shall come
into operation and take effect from the date of publi-
cation hereof.

BYE-LAWS.

  1. The term "Gunpowder" in the said bye-laws
    and regulations shall mean gunpowder in bulk, or
    made up in canisters or cases, or in the form of
    cartridges, and also shall include and mean fireworks,
    gun-cotton, nitro-glycerine, nitroleum, or any similar
    preparation or compound which is used or may be
    used for blasting purposes, or which when struck or
    ignited is capable of producing a dangerous explosion;
    and the whole of the regulations aforesaid shall apply
    to gunpowder as so defined, provided the total
    quantity (in however small packages) shall exceed
    fifty pounds.

  2. The regular gunpowder anchorage referred to
    in the 87th clause of the said regulations shall mean
    that part of any harbour or anchorage which has been
    or shall have been regularly set apart by the Super-
    intendent, under Proclamation in the Gazette of the
    Province of which he is Superintendent, or in the case
    of such harbour or anchorage not being in any Pro-
    vince in the New Zealand Gazette, as a gunpowder
    anchorage; and the "Magazine" referred to in the
    90th and 91st clauses of the said regulations, shall
    mean any magazine or magazines which have or shall
    have been proclaimed public magazines in manner
    aforesaid.

  3. The limitations of regulations and definition of
    terms which form the first section of the above
    recited harbour and quarantine regulations, shall
    apply to these additional regulations.

TO ALL TO WHOM THESE PRESENTS SHALL COME,
GREETING:
WHEREAS by "The Regulation of Elections Act,
1858," it is enacted that it shall be lawful for
the Governor, by warrant under his hand, from time
to time to appoint polling places for each Electoral
District, within or without the limits thereof, and
to appoint any one of such places to be the principal
polling place for the district, and all or any of such
polling places at any time to abolish, and to appoint
other polling places in lieu thereof:
Now therefore the Governor of New Zealand, in
pursuance of the power and authority in him vested
by the said Acts, doth hereby appoint the following
place to be an additional polling place for the
Electoral District hereinafter specified, for the elec-
tion of Members of the House of Representatives,
namely:-

For the District of Waikouaiti-
The School House, MacRae's Flat.

Given under the hand of His Excellency Sir

Cross of the Most Distinguished Order
of Saint Michael and Saint George,
Governor and Commander-in-Chief in
and over Her Majesty's Colony of New
Zealand and its Dependencies, and Vice-
Admiral of the same, at the Government
House, at Wellington, this seventeenth
day of March, in the year of our Lord one
thousand eight hundred and sixty-nine.

IN exercise of the power in me for this purpose
vested by "The Customs Regulation Act, 1858,"
I, Sir George Ferguson Bowen, the Governor of the
Colony of New Zealand, do hereby appoint that the
Port of Havelock shall be a Warehousing Port for the
purpose of "The Customs Regulation Act, 1858,"
and do hereby approve of the same as a Port for the
importation of Tobacco.

comparative merits of the Essays received by the
Government, on "The means for securing the per-
manent Settlement of the Mining Population of New
Zealand," &c., viz. :-

issued, under the hand of His Excellency the
Governor in Council and the Seal of the Colony,
appointing the following gentlemen, viz.,-

BRYAN CECIL HAGGITT, Esq.,
JOHN TURNBULL THOMSON, Esq., and
GEORGE COOK, Esq.,
to inquire into and report upon the mode of pre-
paring Crown Grants of land in the Colony of New
Zealand, and particularly to inquire into the mode of
describing the land comprised in such grants, both
by words and by plans, and as to any alterations and
improvements which may be made in such mode: and
His Excellency has also appointed the said Bryan
Cecil Haggitt to be the Chairman of the said Com-
mission.
