A PROCLAMATION
Extending the power of Franking.
By His Excellency Sir GEORGE GREY, Knight
Commander of the Most Honorable
Order of the Bath, Governor and Com-
mander-in-Chief in and over Her Majesty's
Colony of New Zealand and its De-
pendencies, and Vice-Admiral of the
same, &c., &c., &c.
WHEREAS by the Post Office Act, 1858, it is
enacted that it shall be lawful for the Governor
from time to time, by Proclamation to be published
in the New Zealand Gazette, to fix, alter, and abolish
the Rates of Postage at any time payable within the
Colony for the transmission of letters and newspapers
by post, either between places within New Zealand
or to and from places beyond seas, and at what time
the same shall be paid, and that the postage so made
payable shall be charged and paid accordingly:
And whereas by a Proclamation dated the Twenty-
ninth day of December, One Thousand Eight
Hundred and Sixty, certain rates of postage were
fixed for the transmission of letters in manner afore-
said:
And whereas by Proclamations, dated respectively
the Fourth day of February and the Twelfth day of
February, One Thousand Eight Hundred and Sixty
Two, all letters and packets on the public service of
of the Colony, addressed and marked as therein pro-
vided, were exempted from the operation of the said
Proclamation of the Twenty-ninth December, One
Thousand Eight Hundred and Sixty:
And whereas by a Proclamation, dated the Twenty-
ninth day of December, One Thousand Eight
Hundred and Sixty-four, all letters and packets on
the public service of the Colony of New Zealand,
addressed to certain officers therein named, and
marked as therein provided, were declared to be
exempt from the payment of postage; and such
officers were thereby authorized to Frank official
letters and packets, provided that the same be en-
dorsed as "On the Public Service only":
And whereas it is expedient further to extend
such exemption and privilege:
Now therefore I, the Governor, in further pur-
suance of the said recited power and authority, with
the advice and consent of the Executive Council of
New Zealand, do hereby proclaim and declare that
no postage shall be payable for transmission by Post
of letters or packets on the public service, and so
marked which shall be addressed to or be franked
as aforesaid, by the following Officers, namely:

Colonel Henry James Warre, New Plymouth;
Colonel Henry Harpur Greer, 68th Regiment,
Tauranga;
Major William Douglas, 2 B. 14th Regiment, Napier;
Lieut.-Colonel John Dwyer, 2 B. 14th Regiment,
Wellington;
Commissary-General Humphrey Stanley Jones;
Principal Medical Officer, James Mouat;
Deputy Adjutant-General Robert Carey;
Deputy Quartermaster-General Dominic Jacotin
Gamble;
Assistant Military Secretary George Dean Pitt;

And I do appoint and declare that this Proclama-
tion shall take effect on and after the first day of
February next.
Given under my hand, at the Government
House, at Auckland, and issued under
the seal of the Colony of New Zealand,
this Thirteenth day of January, in the
year of our Lord One Thousand Eight
Hundred and Sixty-five.

Warrant authorising the issue of Debentures under the
"New Zealand Debentures Act, 1864."

Commander of the Most Honorable
Order of the Bath, Governor and Com-
mander-in-Chief in and over Her Ma-
jesty's Colony of New Zealand and its
Dependencies, and Vice-Admiral of the
same, &c., &c., &c.
WHEREAS by the "Debentures Act, 1864," it is
enacted that it shall be lawful for the Governor
of New Zealand to borrow any sum or sums of money
not exceeding in the whole the sum of One Million
Pounds, in anticipation of the loan of Three Million
Pounds authorised to be borrowed under the provi-
sions of the "New Zealand Loan Act, 1863," and to
take up the same on Debentures from time to time
as he may deem expedient: And it is further enacted
that every such Debenture shall be in such form and
for such sum, and shall be signed and issued by such
Agent or Agents, as the Governor shall appoint :
And whereas by a Warrant under his hand, dated
the second day of January, One thousand eight
hundred and sixty-five, His Excellency the Governor
did appoint Falconer Larkworthy, Robert Porter,
and William Smellie Grahame, jointly, and each of
them severally, to be Agents and Agent in England
for raising the sum of Five Hundred Thousand
Pounds, part of the said sum of One Million Pounds
authorised to be raised as aforesaid, and for signing
and issuing Debentures under the provisions of the
said recited Act: And whereas by a further Warrant
