THE NEW ZEALAND GAZETTE.

Now therefore I, the Governor, in further pur-
suance of the said power and authority, with the
advice and consent of the Executive Council of New
Zealand, do hereby alter so much of the Proclamation
of the 29th December, 1860, as provides for the
transmission of Newspapers free by post; and do
proclaim and declare that a postage rate shall be
charged and paid before the same shall be trans-
mitted by post as follows, that is to say:

  1. On each Newspaper published in the Colony,
    and posted in New Zealand for any other part of
    the Colony, β€”One Penny.

  2. On each Newspaper posted in New Zealand for
    England, "via Southampton," or by ship direct, or
    for any place beyond seas (except as is specially
    provided for in the above-recited Proclamation) β€”One
    Penny.

And I do further appoint and declare that this
Proclamation shall take effect on and after the First
day of February, One Thousand Eight Hundred and
Sixty-five.

Given under my hand, at the Government
House, at Auckland, and issued under
the Seal of the Colony of New Zealand,
this Twenty-ninth day of December, one
one thousand eight hundred and sixty-
four.

WHEREAS, by the Post Office Act, 1858, it is
enacted that it shall be lawful for the Governor
from time to time, by Proclamation to be published
in the New Zealand Gazette, to fix, alter, and abolish
the Rates of Postage at any time payable within the
Colony, for the transmission of Letters and News-
papers by post, either between places within New
Zealand, or to and from places beyond seas, and at
what time the same shall be paid, and that the
postage so made payable shall be charged and paid
accordingly: And whereas by a Proclamation duly
made and issued, bearing date the Twenty-ninth
December, 1860, the Governor in Council did, in
pursuance of the said recited power and authority,
fix certain rates of postage, and the times at which
the same respectively should be paid: And whereas
it is desirable that the rates so fixed for Registering
Letters should be altered in manner hereafter set
forth:

Now therefore I, the Governor of New Zealand,
in exercise of the said recited power and authority,
with the advice and consent of the Executive Council,
do hereby alter the rate of Registration Fee on
Letters for transmission by post between places
within the Colony; and I do proclaim and declare
that such Fee shall be Sixpence, in addition to the
Postage. And I further appoint and declare that
this Proclamation shall take effect on and after the
First day of February, One Thousand Eight Hundred
and Sixty-five.

the seal of the Colony of New Zealand,
this Twenty-ninth day of December, in the
year of our Lord One Thousand Eight

Altering the Fees for Registering Letters.

PROCLAMATION
Limiting the Power of Franking.

By His Excellency Sir GEORGE GREY, Knight
Commander of the Most Honorable Order
of the Bath, Governor and Commander-
in-Chief in and over Her Majesty's
Colony of New Zealand and its Depen-
dencies, and Vice-Admiral of the same,
&c., &c., &c.

WHEREAS, by "The Post Office Act, 1858," it
is enacted that it shall be lawful for the
Governor from time to time, by Proclamation to be
published in the New Zealand Gazette, to fix, alter,
and abolish the Rates of Postage at any time payable
within the Colony for the transmission of Letters
and Newspapers by Post, either between places
within New Zealand or to and from places beyond
Seas, and at what time the same shall be paid,-and
that the Postage so made payable shall be charged
and paid accordingly: And whereas, by a Proclama-
tion dated the 29th day of December, 1860, certain
Rates of Postage were fixed for the transmission of
Letters in manner aforesaid: And whereas, by Pro-
clamations dated respectively the 4th day of Febru-
ary and the 12th day of February, 1862, all Letters
and Packets on the Public Service of the Colony, ad-
dressed and marked as therein provided, were ex-
empted from the operation of the said Proclamation
of the 29th December, 1860: And whereas it is ex-
pedient to limit such exemptions: Now, therefore,
I, the Governor, in further pursuance of the said
recited power and authority, with the advice and
consent of the Executive Council of New Zealand, do
hereby proclaim and declare that the said two lastly
recited Proclamations shall be, and the same are
hereby repealed, save only as respects the Letters of
Aboriginal Natives; and do declare that no Postage
shall be paid or payable for transmission by Post of
Letters or Packets which shall be solely on the Public
Service of the Colony of New Zealand, and shall be
so marked on the outside, and also signed with the
name of the sender, and addressed to any of the fol-
lowing officers :-

His Excellency the Governor of the Colony.
The Officer commanding Her Majesty's Troops
in the Colony.
The Senior Naval Officer on the New Zealand
Station.
The Members of the Executive Council of the
Colony.

And such Officers shall be authorised to frank official
Letters and Packets, provided that there be endorsed
on any such Letter or Packet the words "On Public
Service only," and that the signature of the Gover-
nor, or of such Officer as aforesaid franking the same,
shall be subscribed thereto: And I do appoint and
declare that this Proclamation shall take effect on
and after the first day of February next ensuing.
