ORDER IN COUNCIL.
Increasing the Rate of Interest on Monies to be here-
after raised under the "New Zealand Loan Act,
1863."

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
PURSUANT to the provisions in this behalf made
by "The Rate of Interest Act, 1864," His
Excellency the Governor by and with the advice and
consent of the Executive Council of the Colony, doth
hereby order that the rate of interest on monies to
be hereafter from time to time borrowed under the
authority of the "New Zealand Loan Act, 1863,"
may be raised to six per centum per annum.
And doth declare that this Order shall take effect
from and after the first day of January, 1865.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by an Act of the General Assembly
of New Zealand, intituled "An Act to Amend
the Native Reserves Act, 1856 and 1862," it is pro-
vided that where under the provisions of the "Na-
tive Reserves Act, 1856," the assent of the aboriginal
inhabitants is required to bringing land under the
operation of the Act, the Governor may by Order in
Council declare such assent to have been ascertained,
and thereupon the title of the aboriginal inhabitants
in the land to which the same shall relate shall be
deemed to be extinguished, and the land shall from
the date of such Order in Council rest in Her Ma-
jesty for the purposes and subject to the provision of
the said Acts, and that as effectually as if the same
had been ceded and conveyed by such aboriginal
inhabitants to Her Majesty: Now, therefore, His
Excellency the Governor, by and with the advice and
consent of the Executive Council, doth hereby
declare that the assent of the aboriginal inhabitants
has been ascertained to the piece of land hereinafter
described, being brought under the operation of the
"Native Reserves Act, 1856," as altered by the
"Native Reserves Act of 1862." That is to say all
that piece of land containing twenty (20) acres more
or less, situated at the Native Reserve at Tuturau,
in the Province of Otago, bounded on the North by
a line bearing 105° 3' (one hundred and five degrees
and three minutes), 2512 (two thousand five hundred
and twelve) links.

A WARRANT
Making rules for Regulating the Sittings of Courts,
under the "Native Lands Act, 1862."
By His Excellency Sir GEORGE GREY, Knight
Commander of the Most Honorable
Order of the Bath, Governor and Com-
mander-in-Chief in and over Majesty's
Colony of New Zealand and its Depen-
dencies and Vice Admiral of the same,
&c., &c., &c.
WHEREAS it is provided by the "Native Lands
Act, 1862," that it shall be lawful for the
Governor from time to time by Commission or Order
in Council to constitute a Court or Courts for the
purpose of ascertaining and declaring who, according
to Native custom, are the proprietors of any native
lands and the estate or interest held by them therein,
and for the purpose of granting to such proprietors
certificates of their title to such land. And that
every such Court shall be under the presidency of a
European Magistrate and shall have and exercise
such powers as the Governor may from time to time
appoint. And it is further provided that the
Governor may make Rules for regulating the sittings
of such Courts and the Notices thereof, the notifica-
tion of proceedings in the said Courts, the empan-
nelling of any Jury, and generally for the conduct of
business in the said Courts.
And whereas the said Act has been brought into
operation within the whole of the said Colony: Now,
therefore, I, Sir George Grey, the Governor as
aforesaid, do hereby, in pursuance and exercise of the
said recited Act, and of all powers in this behalf
enabling me, declare and order as follows :-
A Court established under the said Act shall con-
sist of one Chief Judge, being a European Magistrate,
and such other Judges, being European Magistrates,
and such Native Assessors as may be from time to
time appointed by the Governor.
Any one of the Judges sitting, with two Native
Assessors, shall have the powers of the Court.
Provided that no Native Assessor shall act in a
case in which he has any personal interest.
And I do hereby reserve to myself, as Governor,
the power of making such further regulations for the
practice and procedure of the said Court as to me
shall seem fit.
In witness whereof I have hereunto set my
hand and seal, this twenty-ninth day of
December, One thousand eight hundred
and sixty-four.

Districts Regulation Act, 1858," power was given to
the Governor to appoint Districts for the purposes
of the said Act, and to make and put in force regu-
lations within such Districts in manner and subject
to the provisions of the said Act; and by the said
Act it was provided that such regulations should be
made, as far as possible, with the general assent of
the native population affected thereby, to be ascer-
tained in such manner as to the Governor might
