Revoking delegation of powers under
"Public Domains Act, 1860," to E. W.
Stafford, Esquire.

Present:-

Government doth by this Order in
Council revoke the delegation of powers
under the "Public Domains Act, 1860,"
made by Order in Council, dated the 25th
day of March, 1861, to Edward William
Stafford, Esquire.

ORDER IN COUNCIL,
Appointing Board of Management under
"Public Domains Act, 1860."

AT THE GOVERNMENT HOUSE, AT AUCK-
LAND, THE 14TH DAY OF OCTOBER, 1861.
Present:-

HIS EXCELLENCY THE ADMINISTRATOR OF THE
GOVERNMENT IN COUNCIL.

WHEREAS, by the "Public Domains
Act, 1860," it is enacted that the
Governor may by order in Council from time
to time delegate all or any of the powers by the
said Act conferred to any person for any
period and subject to such stipulations as may
be specified in such order :

Now, therefore, His Excellency the Ad-
ministrator of the Government, by and with
the advice and consent of the Executive
Council, doth by this present order delegate
all the powers conferred by the said Act,
except the powers under sub-sections 2, 5,
and 10 of Section 5, and under Section 11
to Henry Sewell, Esquire, acting Secretary
for Crown Lands, who shall be the Chairman
of the Board hereinafter mentioned, subject to
the stipulations hereinafter mentioned, that is
to say, -

  1. None of the powers so delegated shall be
    exercised in respect of any land which shall be
    in the actual occupation of the Governor, ex-
    cept at his instance and request.
  2. All the powers so delegated shall be ex-
    ercised with the concurrence of a Board, to
    consist of the undermentioned persons,

The Chairman,
Edward William Stafford, Esquire,
Francis Dillon Bell, Esquire,
Charles Knight, Esquire,
Daniel Pollen, Esquire,

which Board shall act according to the follow-
ing Regulations, and such other Regulations
as may be from time to time made by the Go-
vernor in Council.

Regulations of the Board.
(a.) The Board shall meet at such times
and places as shall be from time to time ap-
pointed by the Chairman, and shall be con-
vened by him by letter.
(6.) The Board shall keep proper Minutes
and Records of its proceedings.
(c.) Three Members of the Board shall
form a Quorum.
(d.) All questions shall be determined by a
majority of the Members of the Board present
at a meeting. The Chairman to have a cast-
ing as well as an original vote.
