WHEREAS, by a notification in the "Go-
vernment Gazette of 11th April, 1856,
JOHN WEBSTER Esquire, of Hokianga was Ga-
zetted as a Justice of the Peace for the Province
of Auckland, and whereas the said JOHN WEB-
STER has declined to act in such capacity, on
the ground that he has not sufficient leisure to
fulfil its duties, such notification is hereby can-
celled.

HIS Excellency the Governor directs it to
be notified that he has this day, with the
advice of his Executive Council, given his
assent to the "Otago Provincial Council Ordi-
nance, 1856," reserved for such assent under
the provisions of the Constitution Act.

WHEREAS, by an Ordinance enacted by
the Governor and Legislative Coun-
cil of New Zealand, Session 2, No. 15, His
Excellency the Governor, with the advice of
the Executive Council, is empowered to make
such regulations (subject to the approval of
Her Majesty) respecting the examination and
licensing of pilots, the amount and payment
of pilotage, and other matters connected there-
with, as shall be deemed necessary for secur-
ing the good conduct of pilots, and the effi-
ciency of the pilot service:
And whereas, by the said Ordinance, the
Governor in Council is authorised to make
regulations respecting the anchoring and
mooring of vessels, the packages, landing,
deposit, and removal of gunpowder; the
erection of magazines for the safe keeping
thereof, and the rent to be charged for the
same; and also for the watering, ballasting,
and discharging of ballast of or from vessels;
and all other matters relating to the safe and
commodious navigation of harbours and
rivers, and the order and management of
vessels resorting thereto; and also the placing
of vessels in quarantine and the performance
of such quarantine, and to appoint officers for
carrying such regulations into effect; and also
from time to time to appoint, by Proclama-
tion, stations or places for the performance of
quarantine, by such vessels as may be liable
thereto, and to construct and maintain laza-
rettes, and to take all such measures as may
be necessary for securing the due performance
of such quarantine: Now, therefore, in pur-
suance of the power and authority in him
vested under the said Ordinance, His Excel-
lency the Governor, with the advice of
the Executive Council, directs that the fol-
lowing regulations be published for general
information, in substitution of the first eight
clauses contained in the Regulations of the 8th
April, 1856, and published in the Government
Gazette of the 11th April, 1856, No. 11,

PROVINCE OF AUCKLAND.
PILOTS AND MASTERS OF VESSELS
-
No person shall be deemed a Pilot unless
he be duly Licensed by His Excellency the
Governor. -
All persons so Licensed shall be provided
with a License according to the Form hereto
annexed. -
Every Pilot shall carry his License with
him, and shall produce it to the Master of any
ship or vessel on its being demanded or forfeit
a sum not exceeding Forty Shillings. -
The master of any vessel employing
other than a duly licensed Pilot, if such shall
have offered his services, shall forfeit double
the amount of pilotage. -
Pilots are not bound to conduct any
vessel to sea until payment of the Pilotage
has been satisfactorily secured. -
Every Pilot detained on board a vessel
longer than forty-eight hours, whether by
stress of weather, Quarantine, or otherwise, is
to be paid 8s. per day in addition to the regular
Pilotage. -
Any master who shall make a signal for
a Pilot to take his vessel to sea, and shall not,
within 12 hours of the arrival of the Pilot on
board such vessel, proceed to sea, shall forfeit
and pay a sum at the rate of £1 per day for
every day such Pilot may be detained on board
such vessel, in addition to the regular pilotage,
and the Pilot shall not be compellable to take
such vessel to sea until such forfeiture and pi-
lotage shall have been satisfactorily secured. -
Pilots refusing or neglecting their duty,
to forfeit a sum not exceeding twenty pounds. -
The Master of every vessel shall anchor
or moor where the Harbour Master or Pilot
may direct, and he shall not unmoor or quit
the anchorage until notice be given in writing
at the Harbour Master's Office, or forfeit a sum
not exceeding five pounds. -
Pilotage-Auckland. It is optional
with Masters of vessels entering the Harbour
of Auckland, to take a Pilot. In case a Pilot
be taken he is entitled to 3s. per foot in the
Harbour, and 1s. per foot in any outer Road-
stead. -
The master of any vessel neglecting to
heave to and take on board the first duly li-
censed Pilot who shall offer his services, or re-
fusing to accept of his services when offered,
