Sir,--
I have to acknowledge the receipt of your despatch No. 105, of the 26th of September last, with the copy of a letter from Mr. M’Lean reporting his proceedings in the purchase of land from the natives in the district between Wellington and Wanganui. The instructions which you inform me you had given to that officer with a view to the early settlement of the question of the ownership of land in the district to which he alludes were, I have no doubt, judicious, and I hope it will have been found practicable to effect the contemplated arrangements. It will, however, be unavoidably necessary that the expenses thus incurred should be provided out of the general revenue of the colony, unless you happen to have any fund in hand for their liquidation. For it appears that all money derived from land sales in the colony, since the 4th July of this year, is appropriated under the 10 & 11 Victoria cap. 112, sec. 20, to the payment of the sums therein mentioned to the New Zealand Company, except so much as may be applied to surveys and emigration. Until you receive further instructions on this subject it will be necessary that you should bear this caution in mind in all negotiations with a view to the extention of native titles in land.

Believing that the document will be interesting to Your Excellency, I do myself the honor to forward a copy of an analysis of a specimen of coal from the Clutha or Molyneux District of Otago, that was instituted in the Laboratory of the Professor of Chemistry in this University, and by his assistant, at the desire of the Committee of the Otago Association, with a view to ascertaining its qualities, particularly for the smelting of copper ore.

My dear Sir,--
I enclose you the analysis of the specimen of New Zealand coal.
I consider it to be of a very good quality, the composition being nearly the same as the Midlothian and Fifeshire Parrot coals; the proportion of sulphur is about the average, certainly not greater, than in many of our own coals. I have no doubt, therefore, that it will answer the purpose of smelting copper ores, or those of any other metal.
