On the motion of the Attorney General of New Zealand Council in committee on “Crown Lands Amendment Bill,”

Clauses 2, 3, 7 reconsidered, amended and agreed to.

Clauses 9, 10, 11 and 12 read, amended and agreed to.

Mr. Cautley moved an addition, as entered in minutes of Council for July 1st, to clause 6.

Further consideration of this Bill in committee postponed, and Council resumed.

His Excellency laid on the table a Bill to Appropriated the Revenue, together with Estimates, and delivered an address.

The Attorney General of New Zealand gave notice that, at the next meeting of Council “he should put a question to the Chairman of the committee appointed to report upon the amendments proposed to be made in the New Zealand Company’s Land Claimants Bill, whether he can inform the Council when it is probable that the committee will be able to make a report upon the matters referred to them; also that he should move Council in committee on Crown Lands Amendment Bill.”

The Colonial Treasurer gave notice that on Thursday next he should move the first reading of “Appropriation Bill.”

Mr. Cutfield gave notice that when the Estimates should come under discussion he should move:—

That it is expedient that the Militia at New Plymouth be called out and trained, and that the Governor-in-Chief be respectfully requested to insert an item in the Estimates providing for the payment of the same at the rate of not less than two shillings per diem whilst so serving.

Also that he should move—

That this Council respectfully request that his Excellency the Governor-in-Chief will be pleased to place an item in the Estimates providing for the making of two or more main roads into the New Plymouth forest with a view of inducing persons to settle there.

His Excellency then adjourned the Council at four o’clock, to Thursday next, the 17th day of July, at two o’clock.


THURSDAY, JULY 17.

Present—

His Excellency the Governor-in-Chief,

His Excellency the Lieutenant Governor and the members as on Tuesday last.

The Council met pursuant to adjournment.

The Rev. the Colonial Chaplain read prayers.

The minutes of the last meeting read and confirmed:—

The Attorney General of New Zealand, in accordance with the notice which he gave at the last meeting of Council, asked for information on the subject of the report of sub-committee on Land Claimants Bill.

His Excellency the Lieutenant Governor, Chairman of the committee, in reply, stated that on Tuesday next he should bring up the report in question.

On the motion of the Attorney General of New Zealand, Council in committee on “Crown Lands Amendment Bill.”

Mr. Cautley moved the adoption of an additional clause, as entered in the minutes of Council for July 1st.

Motion seconded by the Attorney General of New Zealand, and agreed to.

The Colonial Secretary of New Munster presented and read a memorial from certain persons residing in the settlement of Nelson on the subject of Pasturage Regulations.

Mr. Bell moved, seconded by Captain Smith, that the assessment on stock fixed by the Crown Lands Ordinance of New Ulster, be increased to the following rate:—

On Great Cattle...1s. per head.

On Small...2d. ” ”

Debate ensued.

Committee divided.

Motion negatived, being—

On the motion of the Attorney General of New Zealand Council resumed, and report being brought up, adopted.

On the motion of the Colonial Secretary of New Munster, seconded by the Colonial Secretary of New Zealand, “Naturalization Ordinance” read a third time and passed.

On the motion of the Colonial Treasurer, seconded by the Colonial Secretary of New Zealand, “Appropriation Bill” read a first time.

His Excellency the Lieutenant Governor gave notice that on Tuesday next he should bring up the report of the select committee on “Land Claimants Bill.”

Mr. Bell gave notice that on Tuesday next, he should move Council in committee on “Building Societies Bill.”
