VOL. XXIII. NELSON, MONDAY, APRIL 13, 1874. No. 18.

DANIEL M'LEOD, of Westport, in the Province of Nelson, Contractor, is hereby authorised, subject to the undermentioned conditions, under clause 13 of "The Goldfields Act, 1866," to construct a Wharf on the North Bank of the Buller River, commencing twenty feet below the upper side of Wakefield-street, and extending four chains down the river, and the said Daniel M'Leod is also, subject to the same conditions, hereby, authorised to charge not exceeding the undermentioned Tolls on the said Wharf, for a period of Five Years from the first day of May, one thousand eight hundred and seventy-four.

The said Daniel M'Leod shall erect a substantial wharf along the whole of the frontage above described, to the satisfaction of the Provincial Engineer, within six months from this date, or forfeit his right to the frontage unoccupied by such substantial wharf.
That the said Daniel M'Leod shall maintain the said wharf in good repair and condition during the said term, and pay a rental of ten pounds per annum to the Warden of the district, or to some other person authorised by the Superintendent to receive the same.
The wharf shall be subject to the provisions of the Harbor Regulations which may from time to time be in force in the Buller River.
Should the Government consider it necessary for the construction of protective works, or for any other public purpose, the Superintendent shall have power to revoke this authority at any time; and the said Daniel M'Leod shall in that case be paid the value of the wharf at the time of such revocation but the said Daniel M'Leod shall not be entitled to compensation beyond the actual value of the structure, which will be ascertained in the usual way.
The Warden of the district shall have power, on being satisfied that the wharf is not maintained in a good state of repair, or that any of the above conditions have not been carried out, to suspend the operation of this authority until the matter of complaint be removed; and if not removed within a reasonable time the Superintendent may revoke this authority.
In the event of this authority being revoked under the provisions of clause 5 hereof, the said wharf, with all fixtures thereon, shall become the property of the Provincial Government of Nelson, and the Superintendent shall have power to take immediate possession thereof on behalf of the Province; and the said Daniel M'Leod or his assigns shall not in such case be entitled to any compensation.

The Nelson Provincial Council Buildings (depicted) were constructed beginning with the laying of the foundation stone on 26 August 1859, with the first Council meeting held there on 30 April 1861.

The buildings served Nelson for over a century before being demolished on 12 September 1969.
