sheep belonging to the flock which he
is inspecting are presented to him for
examination; third, that every such
sheep comes under his eye during the
inspection; fourth, that he stops and
examines every sheep showing the
slightest symptom of the disease, and
examines carefully every portion of
such sheep on which the disease is
likely to show itself.
- The first and most important duty of
the Inspectors after that of preventing
the spread of the disease, is to detect its
existence immediately on its outbreak;
and should for this purpose not only
endeavor to gain the earliest possible
information of its doing so from third
parties, which, as well as the names of
such parties must be kept strictly pri-
vate, but he must keep up such a sys-
tematic round of inspection of the
flocks in his district as would render
it impossible for the disease to exist
for any length of time without his
detecting it.
Information of Disease.
- Inspectors shall likewise obtain reliable
information as to the state of the flocks
not only in the province, but in the
adjoining provinces; and he shall con-
vey any information of importance he
may obtain in this respect to the neigh-
boring Inspectors.
License and Supervision of Cleansing.
- On an application being made to the
Inspector by the owner of infected
sheep, the Inspector shall grant such
owner a license or renewal of license,
as per Schedule D for the period of
three months, and it will be his duty
not only to see that the process of
cleansing such sheep is properly car-
ried out, but also to visit the sheep
thus under such license at intervals,
whenever practicable, of not more
than three weeks, and whenever else
the weather is such as would cause the
disease when present to show itself.
Avoidance of License.
- The Inspector in serving any owner
with notice of the avoidance of his
license or renewed license, shall do so
in the form of Schedule E.
Travelling Sheep.

It will be the duty of the Inspector to
examine all sheep on their entrance
into his district, and to cause such
sheep to be dipped if he shall consider
it desirable. -
Before any sheep shall be permitted to
pass through the district where the
9th and 10th clauses of the Nelson
Scab Act are in force, the Inspector
shall, on their arrival at the boundary
of such district, make every inquiry in
his power, as to their state of health,
and the condition of the country from
which they have come, and that
travelled through; and on receiving
from their owner or driver a certifi-
cate, under the hand of the Inspector
residing in the province or district
from which such sheep are about to be
introduced, that they are free from
scab and have been thoroughly dipped,
the Inspector may, if satisfied that
they are free from infection, after a
careful consideration of the informa-
tion thus obtained, and a thorough
inspection of such sheep, but not
otherwise, grant a certificate in the
form of Schedule A hereof. -
Sheep coming from any district where
the 9th and 10th clauses of the Nelson
Scab Act are not in force, shall, on
their arrival at the boundary of such
district where the said 9th and 10th
clauses are in full operation, be dipped
as often as the Inspector shall consider
desirable. The Inspector shall after
such sheep have been dipped to
his satisfaction, but not otherwise,
grant a certificate in the form of
Schedule A hereof. -
The owner or driver as the case may
be to give to the nearest Inspector
three clear days\' notice of his intention
to introduce sheep into the province or
into any district where the 9th and
10th clauses of the Act are in opera-
tion.
Special instructions for the Inspector in the
Marlborough Province.
- Whenever any sheepowner or manager
of a run in the Province of Marl-
borough shall require the services of the
Inspector to inspect sheep at his
station for the purpose of introducing
them into the Province of Nelson, the
Inspector residing in that province
will attend to such request according
to priority of application, excepting
where a considerable saving of mile-
age can be effected, when the Inspector
may at his discretion depart from the
rule.
