over any unenclosed land or run where such sheep are depastured a notice signed by him, stating that the scab has broken out on such lands, and every such notice shall be kept so affixed until such sheep shall be certified to be clean by the Inspector. Provided further that every license shall be void, if during the continuance thereof, the person to whom the same is granted shall not keep such notice affixed as aforesaid, or shall not take measures for the effectual cleansing of the sheep mentioned therein, to the satisfaction of the Inspector.

  1. Every owner of sheep infected with scab not having a license to hold such infected sheep, from the Inspector, shall be liable to pay a penalty not exceeding Five shillings, in respect of every such sheep so infected, unless such owner can show that such sheep had become infected so recently, or that the infection was so little apparent that without any gross negligence on his part he was unaware of the existence of such infection.

NOTICE is hereby given, that
Mr. THOMAS HUNT has been appointed a Deputy Inspector of Sheep, under the "Nelson Scab Act, 1865," to reside at Renwicktown, in the Province of Marlborough, for the purpose of inspecting sheep that are to be driven into the Province of Nelson, at the stations of the flockowners, on payment of travelling expenses, &c. (See By-laws and Regulations, dated November 17, 1865, published herewith.)

THE following By-laws and Regulations, made by his Honor the Superintendent, with the advice and consent of his Executive Council, in accordance with the provisions of the 26th section of the "Nelson Scab Act, 1865," are published for general information.

REGULATIONS.
Control and Management.

  1. Deputy Inspectors will be under the control and management of the Chief Inspector, to whom they are to apply for any information they may require on matters relating to the duties of their office.

  2. All fees shall be paid to the Provincial Treasurer, at the termination of every quarter; at the same time a statement showing the amount of fees, mileage, and other monies, received by the Inspectors, with the names of the persons from whom received, shall be sent in to the Superintendent's Office.

  3. Each Inspector shall keep copies of the Act and of all authorized Regulations in force, which he shall produce at any time when required by the owner of any sheep which he may be inspecting.

  4. Inspectors shall make their communications to owners and others, whether in the shape of notice or otherwise, when practicable in writing.

Correspondence, Accounts, and Returns.

  1. Each Inspector shall keep such book as the Chief Inspector may require, as a record of the employment of his time, and of the state or condition of the flocks in his district, and of any proceedings he may have taken thereon, from which he shall, at the end of the quarter, make a return to the Chief Inspector in the form of Schedule C.

  2. Each Inspector where necessary shall be furnished with a book of license forms, with corresponding butts, which, on issuing a license, shall be carefully fill up.

  3. Inspectors shall not in any case incur any outlay or expense unless expressly permitted by the Act or by these Regulations, without obtaining the sanction of the Chief Inspector.

  4. Inspectors shall in every case where the Act has been infringed take the necessary steps for enforcing the penalties against offenders.

Inspections.

  1. In examining sheep the Inspector shall exercise the greatest vigilance and careโ€”First, that he makes all possible inquiry as to the probability of the infection reaching the sheep he is examining; second, that all the
