PROCLAMATION

By His Honour William Douglas Hall Baillie, Esq., Superintendent of the Province of Marlborough, in the Colony of New Zealand.

WHEREAS by an Act passed by the Superintendent and Provincial Council of the Province of Marlborough, in Session III., No. 1, intituled "The Education Act, 1861," and assented to by His Excellency the Governor, it is, amongst other things, enacted, that it should be lawful for the Superintendent to constitute, within the province, Educational Districts.

Now, therefore, I, the Superintendent of the Province of Marlborough, do hereby proclaim and constitute the following District, for the purposes of the said recited Act, that is to sayβ€”

SPRING CREEK DISTRICT.

Bounded on the Northward and Eastward by the Wairau river; on the South-east by a line of road from the Wairau river dividing sections Nos. 43 and 44, and continuing along the said road until it reaches the river Opawa between sections Nos. 39 and 65; and on the Southward and South-westward by the Opawa river to its junction with the Wairau river, near a public reserve numbered 119 on the plan of the Wairau Plain.

WHEREAS by an act of the General Assembly of New Zealand, intituled "The Provincial Elections Act, 1858," it is enacted that it shall be lawful to the Governor to delegate to the Superintendent of any province the power of appointing and removing Returning Officers, and of establishing Polling Places for the Election of Superintendent or of Members of the Provincial Council of such province:

And whereas His Excellency Colonel Thomas Gore Browne, C.B., Governor of the said Colony, by warrant under his hand, bearing date the 1st day of October, 1861, did delegate to me, the said William Douglas Hall Baillie, as Superintendent of the said Province of Marlborough, the above recited powers:

Now, therefore, I, the said William Douglas Hall Baillie, Superintendent of the said province, in pursuance of the power and authority in me vested, do hereby appoint

Stephen Lunn Muller, Esq.,

to be Returning Officer for the Electoral Districts of

  • Blenheim (late Beaver),
  • Lower Wairau,
  • Upper Wairau,
  • Wairau Valley, and
  • Awatere,

in the said province.

Given under my hand, at Picton, this seventeenth day of April, 1862.
