PROCLAMATION

By His Honour WILLIAM DOUGLAS HALL BAILLIE, Esquire, Superintendent of the Province of Marlborough, in the Colony of New Zealand.

In accordance with the provisions of the “Education Act,” Session III., No. 1, I hereby notify that I have appointed FRIDAY, the 28th day of February next, at 11 o’clock in the forenoon, for the Nomination and Election of the Members of the Education Board.

Each District will elect a Member, who must be a householder residing in the District.

It is hereby notified, for general information, that the “Dog Nuisance Act,” passed by the Provincial Council, Session II., No. 2, is now in operation.

The following persons are appointed as Registrar and Deputy-Registrars, in accordance with the Act, viz.:

REGISTRAR—
T. W. DOWNES, Esq., Picton.

DEPUTY-REGISTRARS—
Mr. BARLEYMAN, Blenheim,
Mr. W. B. EARLL, Awstere,
Mr. DICKENSON, Accommodation House, Kaikoras,
Mr. OCKLEY, Accommodation House, Wairau Valley.

It is required by the said Act that all dogs, three months old or upwards, shall, within one month from this notification, be registered with the name and residence of the owner or owners, and the name and description of the dog or dogs.

PROCLAMATION

By His Honour WILLIAM DOUGLAS HALL BAILLIE, Esquire, Superintendent of the Province of Marlborough.

WHEREAS by an Act of the General Assembly of New Zealand, intituled “The Provincial Reserved Bills Act, 1858,” it is provided, whenever any Bill shall have passed the Provincial Council of any Province, and shall have been reserved by the Superintendent for the signification of the Governor’s pleasure thereon, such Bill shall not have any force or authority within the said Province until the Superintendent shall signify, either by speech or message, to the Provincial Council, or by Proclamation in the Government Gazette of the said Province, that such Bill has been laid before the Governor, and that the Governor has assented to the same:

And, whereas an Act, intituled the “Dog Nuisance Abatement Act,” was passed by the Provincial Council of Marlborough, on the 3rd day of October, 1861, but was reserved for the signification of the Governor’s pleasure thereon.

Now, therefore, I, WILLIAM DOUGLAS HALL BAILLIE, do hereby proclaim and notify that the above mentioned Act, having been duly laid before His Excellency the Governor, and the Governor having assented to the same, is, under the provisions of the said recited Act of the General Assembly, in full force and authority within the Province of Marlborough from the date of this Proclamation.

WHEREAS His Excellency Sir GEORGE GREY, the Administrator of the Government of New Zealand, has been pleased to nominate you as Auditor of the Public Accounts of the Province of Marlborough:

Now, therefore, I, CYRUS GOULTER, Speaker of the Provincial Council, by virtue of the powers vested in me by Clause II. of the Provincial Audit Act, 1861, do hereby appoint you as such Auditor.
