Education Regulations




No. 4.—Chairmen of Committees are requested to give notice to the Education Office when holidays are given; also, to notify, without delay, the closing of school on account of sickness or other emergency. The matter of holidays left in the hands of the Committee.

No. 5.—Those Committees which have not already done so, are requested to forward to the Education Office ground plans, drawn to scale five feet to one inch, of all buildings on the school grounds; also, plan of site, on small scale, on the same sheet. £2 2s. will be allowed in each case where the plan is neat and satisfactory.

No. 6.—The Education Department, subject to an appropriation being made for the purpose, sanctions a sum of money for planting school sites.

No. 7.—The National Society’s Admission, Attendance, and Summary of the Capitation Class Register to be used. Attendance to be marked on wet days, and the Education Department must consider any such omission as a falsification of the register. The absence of each pupil to be marked, as well as the attendance. The attendance to be marked by an oblique stroke, thus / against each pupil’s name, the absence to be marked thus A, e.g., John Brown / for John Brown present; Thomas Jones A for Thomas Jones absent. The roll to be called twice a day, once at about 10.30 a.m., and once at about 2.30 p.m. Committees to warn masters that neglect or incorrectness in keeping the register will be looked upon as a grave dereliction of duty. The Summary Register to be entered up regularly every Friday afternoon; all under masters, assistants, and pupil teachers assisting in the work after the dismissal of school. On days of unfavourable weather, should the numbers present fall below one-fourth of the previous year’s average, that day’s attendance not to be reckoned in taking the average daily attendance for the week. The number of such days to be stated in the Quarterly Returns. Should the attendance on account of unfavourable weather fall below one-fifth of such yearly average, the principal teacher (master or mistress) may dismiss the school, notifying the fact at once to the Local Committee, and stating every such dismissal in the Quarterly Returns. The quarters terminate on the 31st day of March, 30th days of June and September, and 31st day of December. The Quarterly Returns should be forwarded to the Education Office as soon after the termination of each quarter as possible. Certificate of instruction of pupil teacher or pupil teachers according to the Regulations of the Education Office to be forwarded with the Quarterly Returns.

No. 8.—No child shall be allowed to receive instruction in extra subjects until he has passed a satisfactory examination in the fourth standard. The fees charged for instruction in extra subjects shall be £1 per quarter, to be paid in advance to some person authorised by the Committee to receive the same, and brought to account in the books of the Chairman.
