HIS HONOR THE DEPUTY-SUPERINTENDENT directs the publication of the following General Instructions and Regulations, for the guidance of School Committees.

No. 1.—There will be paid to the credit of the Chairman of each Committee, quarterly, in advance, the sum necessary for salaries, which he will pay monthly to the teachers in his district, in such proportions as advised from the Education Office. A sum will also be placed to his credit half-yearly, to meet the ordinary and incidental expenditure, such as for fuel, cleaning school and premises, small repairs, and for purchasing such prizes of books for deserving scholars as the Committee may deem desirable, the total amount not to exceed 6d. per head on the average daily attendance for the year; but before incurring any such expenditure it must be approved at a Committee meeting, and a minute passed to that effect. The Minute Book and Vouchers for such expenditure will have to be produced at the annual audit of School Committee accounts. On no consideration can an overdraft be permitted. Special authority will be required from the Education Department for any expenditure other than purely incidental. The attention of Committees is drawn to the necessity of having the printed form of agreement between Chairman and teacher, to be forwarded from this office, signed, and the conditions contained therein enforced, especially as regards the latter part relating to house and premises left in good order.

No. 2.—Any child between five and six years of age, being child of a householder residing within three miles of a District School, may attend any District School on payment of a fee of 10s. per annum.

No. 3.—Any child over thirteen years of age, and any child over five years of age not being the child of a householder residing within three miles of a District School, may attend any District School on payment, in advance, of a fee of 5s. per quarter. These fees to be collected by some person appointed by the Committee, and to be brought to account in the books of the Chairman.
