the 17th to the close of the month the weather was cool and very pleasant, with showers of rain on the 19th and 25th. One night (the 14th) was slightly frosty. The mean temperature of the month, 59°, was nearly three degrees above the average; the excess being entirely due to the warmer nights. Solar and terrestrial radiation were both considerably above, and the mean velocity of the wind below, the average. Mean direction of the wind, S. 66° E. Spontaneous evaporation, 4.721 inches. Rainfall in Lyttelton, 4.071 inches on 11 days; greatest fall in one day, 2.135 inches on the 16th. Rainfall in Christchurch, from January 1 to March 31 each year, as follows:—
1864 ... 3.711 inches on 22 days.
1865 ... 4.693 " " 19 "
1866 ... 6.897 " " 21 "
1867 ... 5.321 " " 16 "
Hokitika.
Very fine weather prevailed also at the West Coast during the month of March. The rainfall, 4.10 inches, was only 0.29 inches more than on the East Coast. It rained heavily on the nights of the 5th and 9th, and on the afternoon of the 15th; nine other days were more or less showery. No gales of wind or thunderstorms occurred. Mean temperature, 59°.7, was 0°.7 higher than in Christchurch. Mean direction of the wind, N. 54° W. Total rainfall since January 1st, 16.18 inches on 40 days, against 38.15 on 51 days in the same period in 1866.

PROCLAMATION
By His Honor William Sefton Moorhouse, Esquire, Superintendent of the Province of Canterbury.
WHEREAS by an Ordinance of the Superintendent and Provincial Council of the Province of Canterbury, entitled "The Education Ordinance, 1864," it is among other things enacted that whenever the Board of Education shall call by advertisement a public meeting of owners and occupiers of land and householders in any district, and such meeting shall declare by the votes of the majority of the persons present (being such owners and occupiers of land and householders as aforesaid), that they are willing that the said district be formed into an Educational District under the provisions of the said Ordinance, and shall declare their willingness to provide the proportion of the annual expenses of an Educational District, the Superintendent shall, as soon as conveniently may be, by Proclamation in the Provincial Government Gazette, declare such district to be an Educational District under the said Ordinance, and such district shall thereupon become an Educational District accordingly:
And Whereas at a meeting duly called as aforesaid, and held at the Schoolhouse on Mr Hiatt’s section, on Tuesday the 26th day of March last, the owners and occupiers of land and householders in the District specified in the Schedule hereunto annexed, did by the votes of the majority there present, declare that they were willing that the said District should be formed into an Educational District; and further declared their willingness to provide the proportion of the annual expenses of an Educational District as provided in the said Ordinance:
Now therefore I, William Sefton Moorhouse, Superintendent of the said Province, in pursuance of the power in me vested by the said in part recited Ordinance, do hereby proclaim that the district specified in the Schedule hereunto annexed, shall be an Educational District within the meaning of the said Ordinance.
Given under my hand, at Christchurch, this First day of May, in the year of our Lord one thousand eight hundred and sixty-seven.

SCHEDULE.
MOUNT GREY DOWNS DISTRICT.
Commencing at a point on the north-western side of the Upper Sefton Road, where it is intersected by the Stony Creek; thence north-easterly following the said road to the reserve for road and railway purposes; thence following the said reserve in a northerly direction to the road forming the north-eastern boundary of section 4599; thence westerly along that road, and northerly along the road on the eastern side of section 2500 to the River Kowai; thence westerly, following the southern bank of the said river to a point in line with the north-western boundary of section 10,149; thence south-westerly, following a straight line to the northwestern corner of the latter section, and onwards in the same direction along its north-western boundary and a line in continuation thereof to the Stony Creek before mentioned, and from thence returning along the same to the commencing point.
