£8 6s. 8d. opposite his name. The remainder is caused by sittings of
the Board previous to the commencement of the financial year.

IMMIGRATION.

Under this branch the expenditure on salaries is £120 7s. 4d. in
excess: and the over expenditure on other items has been increased
from £4,650 3s. 5d. to £5,633 12s. 3d., or by £983 8s. 10d., making
together £1,107 16s. 2d. spent on Immigration without authority over
and above the expenditure already indemnified. The causes for the
over-expenditure were pointed out in my former Report, and have
remained in operation since that time.

HOSPITALS.

Here there has been an unauthorised excess of expenditure to the
amount of £386 10s. 11d.

LUNATIC ASYLUM.

In this branch there is an excess of expenditure amounting to
£77 4s. 9d., being £15 1s. 3d. on salaries, and £62 13s. 6d. on furnishing.

PUBLIC PLANTATIONS.

The wages paid to extra hands have been charged against salaries.
There is no doubt that they might have been charged against the item
planting, as legitimately as the sums paid to contractors. The over-
charge of £43 1s., therefore, is not in reality an excess of expenditure in
the department, but I have not thought it necessary to alter the
Treasurer’s Accounts as made up.

WEIGHTS AND MEASURES.

The over-expenditure of £104 3s. 4d. arises from the fact that the
Inspector had not drawn the salary due to him at June, 1863.

GENERAL MISCELLANEOUS.

In this branch the unauthorised expenditure, beyond that for which
indemnity has been granted, amounts to £4,024 18s., viz.:—
