The Church Building Grants and those to the Mechanics’ Institute are a mere refund of subscriptions which have already been paid to the credit of the Treasury. The contingencies consist of an imprest to Messrs. Doyne and La Touche of £200; of £76 3s. 9d. to Shand and Sons for grass seed, required for the Lunatic Asylum grounds; £59 4s. 8d. for Mr. Stevens’ expenses at and from Auckland; £30 for fees on cases brought before the Resident Magistrates’ Court; and the remainder, mainly of various sums paid for a sentry at the powder magazine; watchmen at the fire in Christchurch, and fees paid to the different Registrars of Births, Deaths, and Marriages throughout the Province, for returns made by them.
WASTE LANDS AND SURVEY.
There is an over-expenditure of £6 13s. on the salaries of the Board, arising from the very punctual attendance of the Commissioner, who is paid at a certain rate per sitting, and the extra sittings required on account of the increased business of the Board. In the Survey Department there is an increase on the over-expenditure of £3,209 0s. 6d., being the difference between £137 6s. 1d. overpaid on 31st March, and £3,346 16s. 7d. at 30th June. The sum of £1,500, however, which appears as unexpended under outstanding liabilities, must be deducted from this amount, these having been included by the head of the department under the general term “Topographical and Trigonometrical Surveys.” The actual over-expenditure, therefore, is £1,709 0s. 6d., arising chiefly from the increase on contract surveys consequent on the large land sales for the year, and also to some extent from the Survey Office having been charged with the duty of making up the necessary plans, &c. required by the newly-constituted Road Boards.
RAILWAY.
The apparent over-expenditure here is £2,148 2s. 6d. Since the Treasurer’s accounts were made up the Engineer has sent in his abstract, in which £5,000 are transferred to the item for “Alteration of Tunnel.” Appendix C. shows the various payments which have been made on this account.
TELEGRAPH.
On this branch the over-expenditure amounts to £426 11s. 10d.
PUBLIC WORKS.
In the Public Works Department there is an over-expenditure on rates amounting to £22,982 12s. 9d., and an expenditure without vote of £19,770 14s. 9d. Of the latter, an indemnity has been given for £16,502 16s. 5d. The particulars of the remaining £3,267 18s. 4d. are given in a separate paper, and the particular items of over-expenditure will be found in detail in the Comparative Statement.
