AUDITOR’S REPORT.

Audit Office,
Christchurch, August 16, 1864.

Sir,—I have the honor to forward the Treasurer’s Accounts, with Abstract, showing the Receipts and Expenditure for the Year ending 30th June last, together with Comparative Statements showing the amounts over expended during that period, and Appendices connected therewith.

PERMANENT CHARGES.

The first item requiring attention is the sum of £1,299 12s. 3d., apparent over-payment on vote for Bank charges. As explained in my former Report, this item includes the charges paid to the Bank for negotiation of advances on debentures. The Council having already indemnified his Honor to the extent of £1,050 2s. 9d. under this head, the actual amount to be reported on by me as over-expenditure during the June quarter is £249 9s. 6d.

EXECUTIVE.

In the Executive Department there is an over-expenditure of £19 11s. 8d. in the Treasury, and of £23 9s. 6d. in the Provincial Solicitor’s offices. This arises from the fact of the late holders of these offices having resigned before the end of June. In the ordinary case their salaries would not have been payable till July.

ADMINISTRATION OF JUSTICE.

The over-expenditure under the head “Expenses of Sessions” in the branch Administration of Justice has been increased during the quarter from £126 12s. 6d. to £469 16s. 10d. Under the head Lyttelton Gaol, there is an over-expenditure on salaries of £165 2s. 6d.; while on rations, fuel, &c., the over-expenditure is increased from £388 8s. 8d. to £1,129 13s. 8d. In the Christchurch Gaol there is an over expenditure on salaries of 13s., while on rations it has increased from £38 19s. 2d. to £118 14s. 10d. And under the head of Police is an expenditure of £10 7s. 10d. and of £133 7s. 3d., making the over-expenditure beyond that for which an indemnity has been given under this branch £1,974 15s. 7d.

EDUCATION.

Under this branch there is an over-expenditure of £30 19s. 8d. The Inspector formerly drew forage allowance quarterly; he now receives it monthly, which explains the apparent over-expenditure...
