HIS Honor the Superintendent directs it to be notified that the following Acts, passed by the Provincial Council of Canterbury, viz.:

“The Diversion of Roads Ordinance, 1863, No. 3,”
“The Cattle Driving Ordinance, 1863,”
“Stage Carriages Ordinance, 1863,”

having been laid before the Governor, his Excellency has been pleased to leave the same to their operation.

CUSTOMS’ NOTICE.

BONDING WAREHOUSE LICENSE AT LYTTLETON.

THE Warehouse below mentioned, in the Port of Lyttelton, which will be known as “Heywood and Co.’s” Bonding Warehouse, and described below, has been approved and appointed under clause 11 of the “Customs Regulation Acts, 1858,” as a warehouse for securing goods under bond, without payment of duty on the first entry thereof.

The lower and northern division of the ground floor and the whole of the upper floor of a stone building situate on Norwich Quay, and on Lyttelton Town Section numbered 11 on the map of the Chief Surveyor of Canterbury.

PROCLAMATION.

IMMIGRANTS’ BARRACKS.

I, SAMUEL BEALEY, Superintendent of the Province of Canterbury, in pursuance of the powers vested in me by the “Immigrants’ Barracks Ordinance, 1862,” do hereby proclaim the buildings erected by the Provincial Government on Rural Section 72, as the same is delineated on the map of the Chief Surveyor, to be Immigrants’ Barracks within the meaning of the said Ordinance.

REGULATIONS TO BE OBSERVED BY IMMIGRANTS.

  1. Accommodation in the barracks will be afforded to Immigrants newly arrived, for one week after landing, and no longer, without special permission, in writing, from the Immigration Officer.

  2. No person shall be allowed to enter the barracks except by an order from the Immigration Officer.

  3. The Immigrants must rise at 6 o’clock a.m. from the 1st September to the 31st March inclusive, and at 7 a.m. from the 1st of April to the 31st August, and must sweep and clean out the berths and floors before 8 o’clock a.m.

  4. Immigrants will be expected to air their bedding daily, and observe strict cleanliness at all times.

  5. Every Immigrant will be required to muster at 8 o’clock a.m. daily.

  6. All slops must be carried to the places appointed for that purpose.

  7. No Immigrant will be permitted to write upon, nor in any way to damage any of the buildings.

  8. No fire or lights shall be kept burning in any room in the barracks after 9 p.m., except under the direction of the Immigration Officer.

  9. All Immigrants accommodated in the barracks must be in their rooms by 9 o’clock p.m., at which time the barracks will be closed for the night.

  10. No smoking will be allowed at any time within the barracks.

  11. No Immigrant will be allowed to remain on Government stations or in the barracks longer than forty-eight hours after obtaining employment, except with the permission, in writing, of the Immigration Officer.

  12. Any person who shall use obscene language, become intoxicated, or violate any of the above rules, will be immediately expelled from the barracks.

  13. No person will be permitted to remain in the barracks after he shall have been directed to leave the same by the Immigration Officer, or by some person duly authorized by him.


REGULATIONS TO BE OBSERVED IN THE HIRING OF IMMIGRANTS.

  1. Applications for Married Couples or Single Men should be made to the Overseer. It is his duty to point out such Immigrants as are of the class sought for, and generally to assist Employers in making the necessary arrangements. It is his duty to see that no unreasonable engagement is made by an Employer, and that no reasonable offer is refused by an Immigrant.

  2. Applications for Single Females should be made to the Matron. It is her duty to point out those who are of the class sought for, and generally to assist Employers in making agreements, and to see that no reasonable offer is refused by an Immigrant.

  3. If any unreasonable offer be made by an Employer, the Overseer or Matron of the department must report the circumstance to the Immigration Officer, who, if necessary, will warn and advise the Immigrant.

  4. Any Employer unknown to the Overseer or Immigration Officer may be requested to bring an introduction from a respectable Householder.

  5. All agreements shall be written out and signed in books kept for that purpose.

  6. Any Immigrant who refuses a reasonable offer of service will be required to leave
