letter of the 23rd ultimo, transmitting an
authentic copy of the Canterbury Association’s Ordinance passed by the Provincial Council at Canterbury and assented to
on behalf of his Excellency by your Honor;
together with attested copies of all the
schedules appended to it.
As the subject is purely provincial, and
affecting only the Province of Canterbury,
and as the Legislative and Executive authorities of that Province are anxious that
the matter should be arranged in the manner
proposed, his Excellency sees no reason
for exercising his power of disallowance in
respect to that act; and acting upon the
understanding that the General Government
would confirm, so far as law would permit,
any arrangement for settling the differences
between the Province of Canterbury and
the Canterbury Association, his Excellency
will execute the proposed grant from the
Crown in confirmation of the grant from
the Canterbury Association of the lands
transferred to the Province.
The grant when executed, will be forwarded to the Commissioner of Crown
Lands at Canterbury, by this mail.

Christchurch, 31st July, 1855.
WHEREAS by an Ordinance passed
by the Superintendent and Provincial Council entitled the “the Executive Government Ordinance, Session I, No.
3,” it is enacted that “it shall be lawful
for the Superintendent, with the advice and
consent of the Executive Council, from
time to time to make Regulations for the
convenient management and carrying on of
the business of the Executive Council, and
of the offices of Government; and from
time to time, with such advice as aforesaid,
to alter or rescind such regulations or any
of them to make others in their stead; and
all such Regulations being published in the
Provincial Government Gazette, shall thereupon become binding on all persons whom
they may concern.”
His Honor the Superintendent directs it
to be notified that he has this day with the
advice and consent of the Executive Council made and issued the following additional
Regulations for the management of the
offices of Government:
The Supreme Court and Official Administration Account.
a. The Provincial Treasurer shall receive and give receipts for all sums of
money which shall be ordered by a Judge
of the Supreme Court to be paid to him
by any Official Administrator in respect of
any Estate; and also all sums which shall
be so ordered to be paid to him of money
paid into Court to abide the event of any
suit.
b. The Provincial Treasurer shall pay
out all monies so received by him only
in such portions, and to such persons, as
shall be directed by any order or orders in
that behalf under the hand of a Judge of
the Supreme Court.
c. The Provincial Treasurer shall keep
two Account Books, to be called “The
Official Administration Account,” and “The
Supreme Court Account,” respectively,
and shall enter therein all monies received,
and all monies paid out by him in accordance with such orders as aforesaid. And
every such entry shall be made under such
separate head as shall be set forth and
directed in any such order under the hand
of a Judge of the Supreme Court, and
shall be made at the time of every such
receipt or payment respectively.
d. The Provincial Treasurer shall pay
all sums received by him under these additional regulations into the Union Bank
of Australia to an account to be called
“The Supreme Court and Official Administration Account,” and shall make all payments under the regulations by means of
cheques drawn upon the said account at
the Bank.
e. The Provincial Treasurer shall, on or
before the fourth day of every month, submit the Account Books required to be kept
by these regulations to the Provincial Auditor, together with all vouchers for receipts
and payments relating thereto for the
month previous; and the Auditor, having
examined the same, shall certify to the
correctness of such Accounts for such previous month, and that the balance in the
Bank on the said Accounts is correct.

James Edward Fitz Gerald, Esq.,
Superintendent of the said Province, bearing date the 6th day of August, in the year
of our Lord one thousand eight hundred and
fifty five, hath been directed to me,
Charles Simeon, Esq., as returning officer
for the town of Christchurch in the said
Province, requiring and commanding me
to cause to be elected by and from amongst
the voters duly qualified for that purpose,
