in writing, and signed by any two ratepayers, and by the applicant.

This Regulation shall not extend to prevent any person or persons from selling or offering for sale fish, fruit, farm and dairy produce in the public streets or thoroughfares, or selling, or exposing for sale any sorts of goods or merchandise in any public market, or any other public place set apart for the like purpose.

If any such hawker, pedlar, or petty chapman holding such license as aforesaid, be convicted of selling stolen goods or merchandise, he shall forfeit his license.

The Town Clerk shall keep a Register of the names and places of abode of all persons to whom such licenses shall be issued, and such Register may be inspected by any person at any reasonable time.
