The Speaker resumed the Chair.
The Chairman presented the said Bill,
which, on motion of Mr. J. O’Neill, was
ordered to be read a third time on Wednesday, the 25 inst.
Mr Hill, according to notice, moved his
resolution relative to the quantity of land now
open for selection in the Waikato, and other
districts: &c. Agreed to.
Mr. Hill, according to notice, moved his
resolution relative to the transmission of a
message to the Superintendent, respecting
the appointment of an Inspector at Slaughter
Houses, &c. Agreed to.
Mr. Hill, according to notice, moved that
this Council do go into Committee on the
Newmarket Pound Committee’s Report.
The Speaker left the Chair. Mr. J. O’Neill
took the Chair.
Report read and amended.
Mr. Boylan moved the following amend-
ment, which was put and agreed to : "That
the Pound and Slaughter House be let by
Public Tender, the lowest tender for its
management to be accepted, the parties ten-
dering to be prepared to enter into sureties
for the fulfilment of the agreement."
Mr. J. O’Neill, according to notice, moved
that the Provincial Law Officer be requested
to give his opinion as to whether the holding
of the two offices of Superintendent and Gover-
nor, by one and the same person, be in
accordance with the Constitution.
Debate ensued.
Mr. Hill moved an amendment, which the
Speaker declined to receive.
On the question being put, Council divided.

the second reading of the Fencing Ordinance
Bill. Bill read a second time accordingly.
On motion of Mr. Newman, Council went
into Committee on said Bill.
The Speaker left the Chair. Mr. J. O’Neill
took the Chair.
On Mr. Newman moving that the first
clause be read, debate ensued, Mr. Porter and
Mr. Dilworth being desirous to introduce
certain amendments.
Mr. Boylan moved that Committee do
proceed with consideration of Bill as printed.
Committee decided on amendment. Ayes

Mr. Newman gave notice that he would
move the third reading of the said Bill on
Friday next.
Council adjourned at 20 minutes past 5
o’clock, to 2 o’clock on Wednesday, the 25th
inst.
WEDNESDAY, 25TH JANUARY, 1854.
The Council met pursuant to adjourn-
ment.
The Speaker took the Chair.
The Minutes of the last Meeting were
read and confirmed.
Mr. Porter gave notice that on the 26th
inst, he would move the first reading of the
Slaughter House Ordinance Amendment
Bill.
Mr. Gilfillan gave notice that on the
26th inst, he would move that the Standing
Committee on Rules and Orders be in-
structed to revise and amend the rules and
orders now in force, and report at the first
meeting of Council next Session.
Mr. Gilfillan gave notice that on Friday,
the 27th inst. he would move that Council,
at its rising, do adjourn to Thursday, the
2nd February.
Mr. Gilfillan further gave notice that on
Friday next, he would move that the Dog
Nuisance Bill do pass.
Mr. Derrom gave notice that on Friday
next, he would move the first reading of the
Building Act.
Mr. Gilfillan, according to notice, moved
that Council do go into Committee on the
Dog Nuisance Bill, for consideration of the
clause transmitted by the Superintendent.
The Speaker left the Chair. Mr. Dignan
took the Chair.
Mr. Gilfillan moved that the following
clause be inserted in the Bill, in lieu of the
21st clause, as agreed to by Council, viz :
- "This Act shall come into operation
in the districts of the city and suburbs of
Auckland (as the same are respectively con-
stituted Electoral Districts, for the purpose of
returning Members to serve in the Provincial
Council), on the first day of March, 1854;
and from time to time in such other districts
as shall be proclaimed by the Superinten-
dent in the Auckland Provincial Gazette, to
come within the operation of this Act."
