The Speaker resumed the Chair.

The Chairman presented the Bill as amended by the Committee, which was adopted by the House.

On motion of Mr. Gilfillan, Bill ordered to be read a third time on Friday next, and passed.

Mr. Boylan, according to notice, moved the further consideration, in Committee, of the City Council Bill.

The Speaker left the Chair. Mr. Porditch took the Chair.

On motion of Mr. Boylan, clauses 13, 14, 15, and 16, as originally printed, erased, and the 5 clauses of which he had given notice, inserted in lieu thereof, and agreed to.

Mr. Derrom, according to notice, moved the insertion of an additional Bye-Law, which was read, agreed to, and numbered 32.

The Speaker resumed the Chair.

The Chairman presented the Bill as amended. Amendments adopted.

On motion of Mr. Boylan, Bill read a third time.

Mr. Powditch requested that the Provincial Government Bill be recommitted, as he was desirous to amend one of the clauses.

The Speaker left the Chair. Mr. Porter took the Chair.

Mr. Powditch moved that the third clause be amended, by adding at the end thereof the following words: "At least one half of the Members of the Executive Council, for the time being, shall be Members also of the Provincial Council." Agreed to.

The Speaker resumed the Chair.

The Chairman presented the Bill as amended, which amendment was adopted by Council.

On motion of Mr. Powditch, Bill read a third time, and passed.

Mr. J. O’Neill requested that the Transfer of Powers Bill be recommitted, as he was desirous to add one other Ordinance to the schedule.

The Speaker left the Chair. Mr. Porter took the Chair.

Mr. O’Neill moved that after the second line of Schedule, the following be added: "Session 2, No. 9, Land Registration Ordinance." Agreed to.

The Speaker resumed the Chair.

The Chairman presented the Bill as amended, which amendment was adopted by Council.

On motion of Mr. J. O’Neill, Bill read a third time, and passed.

Mr. Porter presented a Bill to amend the Slaughter House Ordinance, which was ordered to be printed.

Council adjourned at 10 minutes to 4 o’clock.


THURSDAY, JANUARY 26TH, 1854.

The Council met pursuant to adjournment.

The Speaker took the Chair.

The minutes of the last meeting were read and confirmed.

The Speaker laid before the Council, Minute 60, from His Honour the Superintendent, transmitting Returns of all Letters posted at Auckland, for various Settlements in New Zealand, and also of Letters received from those Settlements. Minute read.

The Speaker nominated Messrs. Powditch, Boylan, and Williamson, a deputation to wait on His Honour the Superintendent, with the Transfer of Powers Bill, for his approval.

The Speaker nominated Messrs. Powditch, A. O’Neill, and Bain, a deputation to wait on the Superintendent with the Provincial Government Bill, for His Honour’s approval.

Mr. Newman presented a Petition from certain Settlers in the Province of Auckland. Petition read.

Mr. Newman gave notice that on the 27th inst. he would move that His Honour the Superintendent be requested to move the proper authorities to secure for this Province, as early as possible, the advantages of an Ocean Penny Postage.

Mr. A. O’Neill gave notice that on Saturday, the 28th inst. he would move that the Superintendent be requested to procure from the Officer administering the Government, for public Colonial purposes, one half of all the Forest Lands at present in the hands of the Crown; and also one half of all Forests that may hereafter be alienated from the Aborigines; and that the Surveyor-General be instructed to have such Forests properly defined by bearings, and, if possible, natural land-marks.

Mr. Porter, according to notice, moved the third reading of the Auckland Harbour Bill; and also that the amendment to the third clause be expunged. Agreed to.

Mr. Powditch obtained permission to withdraw his motion of which he had given notice. Bill read a third time, and passed.

The Speaker nominated Messrs. Porter, Powditch, and Boylan, a deputation to present the said Bill to the Superintendent for his approval.

Mr. Porter, according to notice, moved the first reading of the Slaughterhouse Ordinance Amendment Bill. Bill read a first time accordingly.

Mr. Gilfillan, according to notice, moved that the Standing Committee on Rules and Orders, be instructed to revise and amend the Rules and Orders now in force, and report at the next Session of Council. Agreed to.

Mr. Boylan, according to notice, moved that the City Council Bill do pass. Bill passed accordingly.

The Speaker nominated Messrs. Boylan, Powditch, and Porter, a deputation, to present the said Bill for the Superintendent’s approval.

Council adjourned at 10 minutes to 3.
