The Speaker took the Chair.

The minutes of last meeting were read and confirmed.

The Speaker laid before the Council Minute 59, from his Honour the Superintendent, respecting the introduction of a Bill before the General Assembly, authorizing a charge of Pilotage for Manakau Harbour. Minute read.

Mr. Hill declined to vote.

Absent—Messrs. Taylor, Clarke, Lewis, Newman, Macky, and Dilworth.

Amendment negatived.

Clause as proposed by Mr. Boylan agreed to, and numbered 46. Clauses 47, 48, 49, 50, 51, 52, and 53 agreed to. Mr. Boylan moved the insertion of a clause after the 53rd, which was read and agreed to, and numbered 54. Clauses 55, 56, and Schedule read, amended, and agreed to.

The Speaker resumed the Chair.

The Chairman reported progress, and asked leave to sit on Wednesday, the 25th inst.

Mr. Porter, according to notice, moved the third reading of the Audit Bill. Bill read a third time, and passed.

Mr. Porter, according to notice, moved the further consideration, in Committee, of the Auckland Harbour Bill.

The Speaker left the Chair. Mr. Mitchell took the Chair.

Mr. Powditch moved the insertion of the two clauses of which he had given notice. Said clauses proposed and negatived.

Mr. Powditch further moved the insertion of the following clause: “The terms of any intended sale, mortgage, lease, exchange, purchase, or other contract, affecting any endowment of landed or real property, of, or belonging to the said Dock, or Harbour Company, or Corporate body thereof, called the Auckland Harbour Commissioners, shall be notified in some part of the Dock Committee Room, as being minuted, and open to the inspection of any of the said Commissioners, free of any charge, at least one month prior to such sale, mortgage, lease, exchange, purchase, or other contract, being finally closed and determined by the Committee of the said Commissioners.” Carried in the affirmative.

Clauses 60, 61, 62, 63, 64, 65, read and agreed to.

Mr. Porter moved the adoption of the second clause, postponed at the last sitting, as also the list of the first Commissioners.

Mr. Hill moved as an amendment, that the present 24 Members of the Provincial Council, with a new list which he presented, be added to the names of the first Commissioners, making one hundred Commissioners. List read.

Mr. Porter withdrew his original list. Mr. Hill’s list put and agreed to.

Clause 2, preamble, and title agreed to. The Speaker resumed the Chair.

The Chairman presented the Bill, with its amendments.

Council adjourned at a quarter past Six o’clock, until Two o’clock on Tuesday, the 24th inst.

TUESDAY, 24 JANUARY, 1854.

The Council met pursuant to adjournment.

The Speaker took the Chair.

The Speaker laid before the Council Minute from his Honour the Superintendent, respecting the Superintendent’s Salary Bill to the Superintendent for his approval.

The Speaker nominated Messrs. Powditch, Gilfillan, and Williamson, a deputation to present the Superintendent’s Salary Bill to the Superintendent for his approval.

The Speaker nominated Messrs. Porter, Boylan, and Busby, a deputation to present the Audit Bill to the Superintendent for his approval.

Mr. Boylan gave notice that to-morrow, he would move that the House do go into Committee on the City Council Bill, for the purpose of considering the amended clauses relative to the nomination of Members; and also to move the third reading of said Bill.

Mr. Derrom gave notice that on to-morrow, on the further consideration in Committee of the City Council Bill, he would move that the following clause be added to the said Bill: “Bye Law, for regulating, altering, and improving the Levels of the City Highways, and making compensation to the Owners of land affected thereby.”

Mr. Porter gave notice that on Thursday, the 26th inst, he would move that the amendment to clause 3 of the Auckland Harbour Bill, as passed in Committee, be expunged; and that the Bill be read a third time, and passed.

Mr. Powditch gave notice that at the third reading of the Auckland Harbour Bill, he would move, as an amendment to clause 21, that after the words “be their Chairman,” be introduced the following words, “for the ensuing year, and in like manner at the first yearly meeting in each year, after the annual election of the three new members.”

On the orders of the day being called on, Mr. Powditch requested permission to withdraw his motion relative to the introduction of the old Land Claimants’ Bill.

Mr. Powditch, according to notice, moved the second reading of the Provincial Government Bill. Bill read a second time accordingly.

On the motion of Mr. Powditch, Council went into Committee on said Bill.

The Speaker left the Chair. Mr. Hill took the Chair.

Clauses read, amended, and agreed to.

The Speaker resumed the Chair.

The Chairman presented the said Bill, which, on motion of Mr. Powditch, was ordered to be read a third time, on Wednesday, the 25th inst.

Mr. J. O’Neill, according to notice, moved the further consideration in Committee, of the Transfer of Powers Bill.

The Speaker left the Chair. Mr. Hill took the Chair.

Clause 3, which had been proposed, read and agreed to. Schedule, Preamble, and Title, read and agreed to.
