PROVINCIAL COUNCIL.
MONDAY, 23RD JANUARY, 1854.
The Council met pursuant to adjournment.
The Speaker took the Chair.
The minutes of the last meeting were read and confirmed.
The Speaker laid before the Council Message No. 8, forwarding an Amendment to Dog Nuisance Bill. Message read.
The Speaker stated, that after the third reading of the Deeds’ Bill, a clerical error had been discovered, which, with the permission of Council, he would correct. Agreed to.
Mr. Gilfillan stated that in consequence of the difficulty which had arisen in printing the Bills on vellum, he proposed, as one of the Members of the Standing Rules’ Committee, that the said Bills be engrossed; and if the Council agreed to his proposition, he gave notice that on Friday, the 27th inst., he would move that the following Bills do pass, viz., the Interpretation Bill, the Appropriation Bill, and the Deeds Bill.
Mr. Gilfillan gave notice that on Wednesday, the 25th, inst. he would move that Council do go into Committee of the whole, to re-consider certain clauses of the Dog Nuisance Bill.
Mr. Dilworth gave notice that on Friday next, he would move that the Sheep Bill do pass.
Mr. Bain gave notice that on Friday next, he would move that the Foreign Seamen’s Bill do pass.
Mr. Powditch, according to notice, moved the third reading of the Superintendent’s Salary Bill. Bill read a third time, and passed.
Mr. Boylan, according to notice, moved that Council do go into Committee on the City Council Bill.
The Speaker left the Chair. Mr. Powditch took the Chair.
On motion of Mr. Boylan, clauses 1 to 9 as originally printed, erased, and other clauses substituted.
Amended clauses 1 to 23 inclusive, read and agreed to. Clause 24, as amended, expunged. Clauses 25 to 45 inclusive, read, amended, and agreed to. Mr. Boylan moved that the following clause be added:
"The said Council shall at their first meeting (to take place on the first Wednesday in March) elect some one of their body to be Chairman for the ensuing year; and shall, at their first meeting, after the last Wednesday in the month of February in every subsequent year, elect the same, or some other person (in either case being a member of the said Council), to be the Chairman for the ensuing year." Agreed to.
Mr. Gilfillan moved as an amendment, that the Chairman should be paid £200 per annum.
Debate ensued. Committee divided. Ayes 3, Noes 13.
