The third reading of the Sheep Bill.

Debate ensued. Original question carried in the affirmative. Bill read a third time.

The Speaker named the following members as a deputation to present the Bill to the Superintendent for his approval, viz: Messrs. Dilworth, O’Brien, and Derrom.

On the order of the day being called on for further consideration in Committee of the Deeds Bill, Mr. Gilfillan moved that Mr. Busby’s notices of motion, postponed from the 22nd ultimo be first considered.

Agreed to. Mr. Busby moved accordingly the consideration of his first resolution.

Debate ensued. Council divided. Ayes 8. Noes 6. Original question put and carried in the affirmative.

Mr. Gilfillan then moved that the Speaker do leave the Chair, and the Council go into Committee on the Deeds Bill.

The Speaker left the Chair. Mr. Dignan took the Chair.

Mr. Gilfillan moved that Clause 14 as printed 15, do stand part of the Bill, but afterwards withdrew his motion.

Mr. Busby then moved that his second resolution be numbered 14, and stand part of the Bill. Debate ensued. Mr. Busby subsequently withdrew his motion. Clauses 14, 15, and 16, read, amended, and agreed to.

The Speaker resumed the Chair.

The Chairman brought up the Bill as amended.

On the motion of Mr. Gilfillan it was ordered that said Bill be read a third time on Thursday next the 12th inst.

Council adjourned at half-past 5 o’clock.


WEDNESDAY, 11TH JANUARY, 1854.

The Council met pursuant to adjournment.

The Speaker took the Chair.

The minutes of the last meeting were read and confirmed.

Mr. Porter gave notice that on Tuesday next he would move the second reading of the Dock Bill and if carried to go into Committee on the same.

Mr. Powditch gave notice that on Tuesday next the 17th inst., he would move this Council adopt the resolution “That His Honour the Superintendent direct the Provincial Surveyor to examine and report on a new line of road from Cabbage Tree Road, through the Scoria Lots sold the 18th November 1853, viz:—Lots 170, 171, Section 10. Bray’s Lot No. 57, and Gimble’s Lot No. 65, leading to a Government line of road, along Taylor’s farm to Mount Albert, and thence a new line of road through Bray’s land, to the road on the next range leading to the Whau Portage; and in case the same be favourably reported on, that the purchase at valuation of right of roadway be made immediately from the funds already voted for making the Whau road.”

Mr. Williamson gave notice that he intended on to-morrow to ask the honourable member for the Bay of Islands,


whether it is intended to require the lands referred to in the motion passed yesterday, to be surveyed at the cost of either the Provincial or the General Government, and not at the expense of the Grantees.

Mr. J. O’Neill according to notice moved that His Honour the Superintendent be requested to invite tenders for the construction of the City thoroughfares as soon as practicable. Debate ensued.

Question put and negatived.

Mr. Powditch according to notice moved the first reading of the Passengers’ Clearance Bill. Bill read a first time accordingly.

The Speaker laid on the table three messages from His Honour the Superintendent which were severally read.

Message No. 5, transmitting a Bill to provide for Auditing the Accounts of the Province of Auckland.

Message No. 6, transmitting a Bill to transfer certain powers and duties from the Governor and Colonial Treasurer of New Zealand to the Superintendent and Provincial Treasurer of the Province of Auckland respectively.

Message No. 7, transmitting a Bill to provide for the administration of the Government of the Province of Auckland.

The Speaker requested that Mr. Porter would take charge of the Audit Bill, that Mr. J. O’Neill would take charge of the “Transfer of Powers” Bill, and that Mr. Powditch would take charge of the “Provincial Government” Bill.

Council adjourned at ¼ to 4 o’clock.


THURSDAY, 12TH JANUARY, 1854.

The Council met pursuant to adjournment.

The Speaker took the Chair.

The minutes of the last meeting were read and confirmed.

The Speaker laid on the table a message from His Honour the Superintendent relative to the purchase of the Waikato District in which coal exists. Message read.

Mr. Porter gave notice that on Tuesday next he would move the first reading of the Audit Bill.

Mr. J. O’Neill gave notice that on Tuesday next, he would move the first reading of the Transfer of Powers Bill.

Mr. Powditch gave notice that on Thursday next, the 19th inst., he would move the second reading of the Passengers’ Clearance Bill, and that Council do go into Committee on the same.

Mr. Powditch gave notice that on Thursday next, he would move the first reading of the Provincial Government Bill.

Mr. Powditch, according to notice, moved the second reading of the Superintendent’s Salary Bill.

Debate ensued. Council divided.

Ayes 9.

Messrs. Busby, Porter, Mitchell, Williamson,

Noes 4.

Messrs. Dignan, O’Brien, Derrom, Boylan.
