Original question carried in the affirmative. Bill read a second time accordingly.

Mr. Gilfillan, according to notice, moved the third reading of the Deeds Bill.

Mr. J. O’Neill requested that an Interpretation clause might be added thereto.
Mr. Gilfillan then moved that the Speaker do leave the Chair, and that the said Bill be re-committed.
The Speaker left the Chair. Mr. Powditch took the Chair.

Mr. J. O’Neill moved the insertion of an interpretation clause, but subsequently withdrew his motion.

On the motion of Mr Gilfillan Preamble and Title read and agreed to.
The Speaker resumed the Chair.
The Chairman presented the Bill as amended.
On the motion of Mr. Gilfillan the Bill was read a third time.

The Speaker nominated Messrs. Gilfillan, Williamson, and Derrom, to present the Bill to the Superintendent for his approval.

Mr. Williamson, according to notice, asked Mr. Busby whether the lands referred to by him, in his motion of the 10th instant, were intended by him to be surveyed at the expense of the Provincial or General Government, or at that of the Grantees, to which Mr. Busby replied at the expense of the General Government.

Council adjourned at four o’clock.

TUESDAY, 17TH JANUARY, 1854.
The Council met pursuant to adjournment.
The Speaker took the Chair.
The minutes of last meeting were read and confirmed.

Mr. Boylan gave notice that, at the next meeting of Council, he would move that, “as many of the inhabitants of Auckland are suffering much inconvenience from the want of water, and as serious evils may be anticipated should the present drought continue, His Honour the Superintendent be requested to instruct the Provincial Engineer to forthwith invite tenders for the construction of one or more Water Fountains in the City.”

Mr. Gilfillan gave notice that, on Thursday next, the 19th inst., he would move that No. 31 of the standing Rules and Orders, be suspended, so that this Council may, for the remainder of the Session, adjourn from day to day; or, as the state of the public business may render desirable.

Mr. Powditch gave notice that he would move that the Council do go into Committee on the Superintendent’s Salary Bill, on Thursday, the 19th inst.

Mr. Busby, on behalf of Mr. Newman, gave notice that, on to-morrow, he would move the first reading of the Fencing Ordinance Amendment Bill.

Mr. Powditch gave notice that, at the next meeting of Council, he would move for leave to request His Honour the Superintendent to bring in a Bill to License the Importers of Wines and Spirits from beyond seas; and, also, those persons not being licensed Victuallers, who break packages for the purpose of sale, or vend less than certain quantities to be specified.

Mr. Powditch also gave notice that, on Tuesday next, the 24th inst., he would move for leave to bring in a Bill to be entitled “The Old Land Claimants Bill” to regulate the Survey and Registration of Claims to Land, under the award of the Commissioners of the Crown, for the hearing and determining claims to Land.

Mr. J. O’Neill gave notice that, on to-morrow, he would move that the Transfer of Powers Bill be read a second time, and that Council do go into Committee on the same.

On the Orders of the Day being moved,
Mr. Boylan requested permission to postpone the consideration in Committee of the City Council Bill until Thursday, the 19th inst. Agreed to.

Mr. Porter, according to notice, moved the first reading of the Audit Bill. Bill read a first time accordingly.

Mr. J. O’Neill, according to notice, moved the first reading of the Transfer of Powers Bill. Bill read a first time accordingly.

Mr. Porter gave notice that, at the next meeting of Council, he would move the second reading of the Audit Bill, and that Council do go into Committee on the same.

Mr. Porter, according to notice, moved the second reading of the Dock Bill. Bill read a second time accordingly.

On motion of Mr. Porter, Council went into Committee on said Bill. The Speaker left the Chair.

Mr. Mitchell took the Chair. Clause 1 read and agreed to. Clause 2 postponed.

On clause 3 being read, Mr. Powditch moved that after the words “shall be” insert “a Trust Board not to exceed twenty-one years,” and determine to be a new Charter from the existing Provincial Council each twenty-one years of renewal.” Debate ensued. Amendment put. Committee divided, Ayes six, Noes six.

The Chairman gave the casting vote in favour of the amendment. Clause as amended read and agreed to. Subsequently, with permission of Mr. Powditch, the clause as amended postponed for further consideration.

Clause 4 read and agreed to. On clause 5 being read, on motion of Mr. Porter the further consideration of said Bill postponed.

Agreed to.

The Speaker resumed the Chair. The Chairman reported progress; and, on motion of Mr. Porter obtained leave to sit again on Wednesday, the 18th inst.

Mr. Powditch, according to notice, moved the first reading of the Fencing Ordinance Amendment Bill.
