In Committee of the Dog Nuisance Bill.

The Speaker resumed the Chair.
The Chairman brought up the report of the Committee, which was agreed to; and on motion of Mr. Gilfillan, the Bill was ordered to be read a third time on Tuesday the 10th January, 1854.
Mr. Williamson, according to notice, moved that it should be represented to the Governor that it was desirable that the amount of Land Fund of Auckland applicable to emigration purposes should be placed at the disposal of the Provincial Government. Agreed to.
Mr. Boylan, according to notice, moved the appointment of a Committee to arrange with the Surveyor General, relative to City Endowments. Agreed to.
Mr. Powditch, according to notice, moved that the Speaker convey the thanks of the Council to the Governor for the interest he has taken in procuring a liberal Constitution, &c. Debate ensued. Council divided.

Mr. Powditch, according to notice, moved the first reading of the Superintendent’s Salary Bill. Bill read a first time accordingly.
Mr. Busby requested permission to postpone the consideration of the two notices of motion of which he had given notice, until the further consideration in Committee of the Deeds Bill on the 10th January, 1854.
Council adjourned at 10 minutes to 8 o’clock, until the 10th January, 1854.
TUESDAY, 10TH JANUARY, 1854.
The Council met pursuant to adjournment.
The Speaker took the Chair.
The minutes of the last meeting were read and confirmed.
The Speaker laid before Council two Letters from His Excellency the Governor, acknowledging the receipt of the resolution of Council, relative to the vote of thanks passed by the Provincial Council and also informing the Council that the Petition for separation would be forwarded to the Secretary of State for presentation to the Queen.
Mr. Powditch gave notice that on Thursday the 12th inst. he would move the second reading of the Superintendent’s Salary Bill; and that Council do go into Committee on the said Bill.
Mr. Boylan gave notice that on Tuesday the 17 inst., he would move that the Council do go into Committee on the City Council Bill.
Mr. J. O’Neill gave notice that at the next meeting of Council, he would move that His Honour the Superintendent be requested to invite tenders for the construction of the City thoroughfares as soon as practicable.
On the orders of the day being moved, Mr. Powditch requested permission to postpone the first reading of the Passengers’ Clearance Bill until to-morrow. Agreed to.
Mr. Dilworth moved in the absence of Mr. Newman that the notice of motion relative to bringing in a Bill to amend the Fencing Ordinance be considered after the other orders of the day. Agreed to.
Mr. Hill with permission of Council withdrew his notice of motion relative to the adoption of the Newmarket Pound Committee’s Report.
Mr. Porter according to notice moved the first reading of the Dock Bill.
Bill read a first time accordingly.
Mr. Dilworth according to notice moved his resolution relative to the appropriation of £1000 to Local Works, &c. Debate ensued. Mr. Williamson moved that after the words “Local Works” the following be added “this Council pledges itself to approve of the expenditure of £250 &c.”

Mr. Newman obtained leave to bring up a Petition to the Imperial Government praying for the speedy adoption of the Ocean Penny Postage.
