PROROGATION OF COUNCIL.
SPEECH of His Honor the Superintendent on the prorogation of the third session of the Westland Provincial Council on the seventeenth day of April, 1875:—
"Mr. Speaker and Gentlemen of the Provincial Council,
"I have now the honor to inform you that on behalf of His Excellency the Governor I have assented to the following Ordinances passed by you this Session:—
"The Trespass and Impounding Ordinance Amendment Ordinance, 1875.
"The Westland Education Ordinance Amendment Ordinance, 1875.
"The Westland Ferries Ordinance, 1875.
"The Westland Toll-gate Ordinance, 1875.
"The Fencing Ordinance, 1875.
"The Appropriation Ordinance, 1875.
"I regret that the important bills submitted by the Government providing for the re-constitution of the Road Boards, and the consolidation and amendment of our various Public House Ordinances did not meet with your concurrence this session, but I have no doubt that during the recess these subjects will receive your consideration with a view to their satisfactory settlement when you next meet.
"I have to thank you for the provision you have made in the Appropriation Ordinance for carrying on the public services of the Province. It is, however, my duty to say that...
